Description
The work under this contract will include a base bid. Contract work consists of, but is not limited to, the following: the construction of a facility to include a 500 square meter, General Purpose, Administrative-type facility and all necessary building information systems to support NIPR, SIPR, and CENTRIX communications networks within that facility. The facility is for additional planning and operations space and must accommodate 30-45 personnel within a controlled access area. Supporting facilities include electrical, water, and sewer systems, storm drainage, information systems, and site improvements. This acquisition will utilize the best value source selection process with the intent to award one contract to one responsible offeror whose proposal, conforming to the Request for Proposal (RFP), is the lowest price technically acceptable (LPTA). The evaluation factors are: Factor 1 -Experience, Factor 2 -Key Personnel, Factor 3 -Past Performance, and Factor 4 -Price. Award of the contract will be made as a whole to the offeror whose proposal conforms to all requirements of the specifications and is the lowest price technically acceptable. Complete evaluation criteria will be conveyed within the RFP. The contract is to be awarded on a Firm-Fixed Price basis only. PROPOSERS ARE ADVISED AN AWARD MAY BE MADE WITHOUT DISCUSSION OR ANY CONTACT CONCERNING THE PROPOSAL RECEIVED. The NAICS Code for this project is 236220. Estimated cost range of the project is $1,000,000.00 to $5,000,000.00. The expected period of performance is 365 calendar days. Issue date for the Request for Proposals is on or about October 26, 2012 with proposals due by 2:00 pm, local time, on or about November 27, 2012. Payment and Performance Bonds will be required in the amount of 20% of the contract price for this procurement. Liquidated Damages will be specified. An organized site visit is tentatively scheduled for 1400 hours (2:00 PM) on 6 NOV 2012, at Bagram Air Field, Afghanistan. Attendance is not mandatory but is highly encouraged. The site visit date and time that will be established is subject to change at any time due to Base Operations. No more than two (2) representatives will be registered from each company. USACE reserves the right to limit the number of representatives to one (1) for each company should circumstances require; bidders will be informed of any limitations at least 24 hours in advance of the site visit. The following information for each of your company representatives must be sent to Michael.D.Dubois@usace.army.mil no later than 72 hours before the site visit: a) Name; b) Company; c) Position; d) Nationality; e) Passport Number; f) Taskara Numbers (Afghan Citizens). Failure to send this information will result in your representative not being allowed access to Bagram Air Field or participate in the site visit. For those representatives that possess either a current Common Access Card (CAC) or un-escorted access badge for Bagram Air Field, also include the type CAC or badge they possess. The site visit briefing will start promptly at 1400 hours. Any additional pertinent information will be provided with the plans and specifications. Plans and Specifications will NOT be posted to the www.fbo.gov website and will not be available through the internet. In order to obtain the plans and specifications all interested firms must send a written request for the plans and specifications, via e-mail, to Emily Giardino at Emily.M.Giardino@usace.army.mil. The request must state the name of the firm, point of contacts and their email addresses, DUNS number, mailing address, telephone and fax numbers, and must reference the solicitation number W912BU-13-R-0001. Once Plans and Specifications are available they will be sent to the email addresses electronically. Hard copies will not be provided; contractors are responsible for printing paper copies of the solicitations. NOTE, the Plans and Specifications will only be provided to the Prime Contractors and will NOT be provided to subcontractors, suppliers, plan rooms or vendors. Subcontractors, suppliers and vendors may request a copy of the Plan Holders list after the RFP is issued in order to contact the prime contractors regarding business opportunities. SPECIAL NOTE: All responders are advised that this requirement may be cancelled or rescinded at any time during the solicitation, selection, evaluation, and/or final award process based on decisions related to DOD changes in force structure and disposition of US Armed Forces.
