Description
International Visitor Information Form for pre-solicitation conference. ANNOUNCEMENT OF PRE-SOLICITATION CONFERENCE: The Joint Project Manager for Protection (JPM P) Pre-Solicitation Conference for the Contamination Indication/Decontamination Assurance System (CIDAS). The Joint Project Manager for Protection (JPM P) and the Contamination Indication/Decontamination Assurance System (CIDAS) Program will host a Pre-Solicitation Conference to inform and solicit input from industry regarding the draft Request for Proposal (RFP) for the CIDAS. This Pre-Solicitation Conference will be conducted from 0900 - 1400 on 8 November 2012 in the Aberdeen Proving Ground - Edgewood, Maryland area. The exact location and facility access instructions (if any) will be forthcoming. Following the Pre-Solicitation Conference, an opportunity will be afforded to attendees for 15 minute one-on-one discussions with the CIDAS Product Manager. The discussions will be held on 8 November from 1400-1700 at the same general location as the Pre-Solicitation Conference. Interested companies may register for one-on-one discussions at the Pre-Solicitation Conference. Due to the limited amount of time available, one-on-one discussion time slots will be given to interested companies in the order in which they are received until no more slots are available, no exceptions. Interested companies must pre-register no later than 1530 hours EDT 1 November 2012 as follows: Request for attendance must be sent via e-mail to Mrs. Kelly Conerly at kelly.y.conerly@navy.mil and Ms. Amanda Yocum at amanda.l.yocum@us.army.mil. Due to conference facility size, attendance is limited. Your request must include the company name, contact person, address, phone number, fax number, e-mail address and the names of the representatives planning to attend. Attendance is not mandatory and will not affect your eligibility to submit an RFP offer. For security purposes, all interested companies must submit, ON COMPANY LETTERHEAD, the following information: Company Name, Address Subject: Contamination Indication Decontamination Assurance System (CIDAS) Pre-Solicitation Conference Participation, 8 November 2012 Contact Person, Address, Phone Number, Fax Number, Email Address Name(s) of attendee(s), Phone Number(s), Email Address(es) The letter must be e-mailed to Ms. Conerly and Ms. Yocum at the e-mail addresses above no later than 1530 hours EDT 1 November 2012. All attendees from outside the United States must submit the International Visitor Information Form and supporting documentation as a requirement to participate in the Pre-Solicitation Conference and one-on-one discussions. The International Visitor Information Form and supporting documentation must be e-mailed to Ms. Conerly and Ms. Yocum at the e-mail addresses above no later than 1530 hours EDT 1 November 2012. Detailed information regarding the Pre-Solicitation Conference, including agenda, directions, conference facility and accommodations will be posted when the exact location is announced. It is incumbent upon interested parties to monitor this posting for updated information. Draft RFP: The draft RFP for the CIDAS program is posted in the Federal Business Opportunities website www.fbo.gov for solicitation W911QY-13-R-0001. Send questions and comments regarding the draft RFP to Ms. Jean Greenwood at jean.t.greenwood.civ@mail.mil with a courtesy copy to Mr. Peter Wallace at peter.j.wallace6.civ@mail.mil no later than 1530 hours EDT 1 November 2012. Questions received regarding the draft RFP will be discussed at a planned Q&A session during the Pre-Solicitation Conference. Contamination Indication/Decontamination Assurance System (CIDAS): The goal of CIDAS is to provide the Warfighter a capability that not only detects trace levels of chemical warfare agents on surfaces before and/or after a decontamination operation, but also visually indicates the exact location of that contamination and provides significant utility during Detailed Equipment Decontamination (DED) operations. This technology will afford Warfighters the ability to accurately map the area of disseminated contamination on equipment and quickly determine if a given area is (or is not) contaminated. This technology has unique benefits, such as isolating "hot spots" from "clean spots" on surfaces and visibly indicating whether standard decontamination procedures performed were successful. Given the capability to visibly indicate contaminant location on a surface, DED personnel will be able to focus decontamination efforts on the localized threat, therefore dramatically reducing manpower, water requirements, decontaminant requirements and exposure hazard to Warfighters performing DED while increasing decontamination efficiency. The CIDAS must be compatible with a wide range of materiel and facilities to avoid degrading readiness and capabilities due to damage from the application of indicant. Refer to the Draft RFP for additional information and evaluation criteria. This announcement is not a request for proposals and in no way commits the Government to award a contract. No solicitation exists at this time. The Government will not be responsible for any costs incurred by interested parties for participating in the pre-solicitation conference or responding to this notice. ANNOUNCEMENT OF DRAFT RFP: The Army Contracting Command -Aberdeen Proving Ground (ACC-APG) Contracting Center, Natick Contracting Division, Natick, MA, in support of the Joint Program Manager for Protection (JPM P) and the Decontamination Family of Systems (DFoS) Program, hereby issues a Draft Request for Proposal (RFP) in advance of a Pre-solicitation Conference/Industry Day for the Contamination Indication/Decontamination Assurance System (CIDAS). Details for the Pre-solicitation Conference/Industry Day, if conducted, will be forthcoming. This is a draft RFP made available for comment prior to the Pre-solicitation Conference/Industry Day. This is not a solicitation and no proposals are requested at this time.
