- ICD 2 - Attachment 7 ICD 1 - Attachment 6 Non-Disclosure - Attachment 5 Pricing List - Attachment 4 Past Performance - Attachment 3 Questions - Attachment 2 Attachment 1 Draft RFP This pre-solicitation notice is to provide a DRAFT Request for Proposal (RFP) for the Department of Homeland Security (DHS), Office of Procurement Operations (OPO) in support of the Domestic Nuclear Detection Office (DNDO) and other authorized users requirement for Basic Handheld Radiation Detection/Identification Systems. OPO intends to release a solicitation for competitive Indefinite Delivery/Indefinite Quantity (IDIQ) contracts. The anticipated acquisition strategy for this requirement is full and open competition under FAR Part 12, resulting in one or more Firm-Fixed Price (FFP) IDIQ's being awarded with a one-year base and four one-year options. A Pre-proposal Conference is to be held on Wednesday, October 31, 2012 starting at 10:00 AM ET at 1125 15th Street NW, Washington, DC 20229. Prospective offerors planning to attend the Pre-proposal Conference should arrive at the main entrance with a Government-issued photo ID and be prepared to pass through building security and metal detectors. Your arrival point of contact will be Mr. Lewis Simon, who will escort you to the conference area promptly at 10:00 a.m.ET. The purpose of exchanging information is to identify and resolve concerns regarding the acquisition and to improve the understanding of Government requirements and industry capabilities, thereby allowing potential offerors to judge whether or how they can satisfy the Government's requirements, and enhancing the Government's ability to obtain quality supplies and services at reasonable prices, and increase efficiency in proposal preparation, proposal evaluation, negotiation, and contract award. The Contracting Officer requests that any question or comment about the draft RFQ be submitted by email to the Contracting Officer at lori.lawson@hq.dhs.gov as soon as possible, but not later than Tuesday, October 30, 2012 at 11:00 AM ET. This draft RFP is provided to assist prospective offerors in the planning and development of proposals for future submission pending release of the final version. The purpose of the information in this draft pre-solicitation is subject to change prior to release of the final RFP. The final RFP is scheduled to be released within the next 60 calendar days. This pre-solicitation notice is for planning purposes only and does not commit the Government to any contractual agreement. The Government will not award a purchase order or contract based upon vendor responses to this announcement. The Government does not assume any costs associated with obtaining the draft solicitation documents or industry responses to the draft solicitation documents.
