- Quote Form Solicitation Number: W91FX822640401 Notice Type: Combined Synopsis/Solicitation Synopsis: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is a request for proposals. The Kentucky National Guard, Wendell H. Ford Regional Training Center (WHFRTC) in Greenville, KY intends to solicit proposals for a contractor to provide non-sewer portable latrines and hand wash stations and related services in support of the training facilities at various sites within the boundaries of the WHFRTC. Specifically, latrines and hand wash stations shall be placed throughout the entire WHFRTC located in Greenville, KY. The solicitation will result in a firm fixed -price contract with a base and two (2) option years. The basis of award will be lowest priced technically acceptable. Technical acceptability will be determined on the contractor's ability to meet the delivery schedule and the contractors past performance. This acquisition is a 100% small business set-a-side using the applicable NAICS code is 562991 - Portable Toilet Renting and/or Servicing. The Kentucky Army National Guard wants to establish prices for the following items; 1) Rental and servicing of Standard Portable Latrines (estimated use over one year period 600 each) 2) Rental and servicing of Portable Hand Washing Station (water) (estimated use over one year period 40 each) 3) Rental of Portable Hand Washing Station (without water) (estimated use over one year period 40 each) These prices will be used for the extent of the one year contract plus 2 option years. These latrines and hand washing stations will not be used for the full one year period but on an as needed basis. Once the Kentucky Army National Guard has established that there is a need for portable latrines and hand washing stations the selected contractor will be notified of the location and number of latrines required and will have three days to have the latrines and hand washing stations delivered to the desired location. Servicing intervals will fluctuate depending on number of personnel utilizing the latrines at any given location. WHFRTC personnel will determine on a case by case basis with the contractor what the service interval will be for each training requirement at the WHFRTC. Servicing is defined as removing waste material from the portable latrines, refilling latrines and cleaning the latrines and restocking of latrines with toilet paper and hand sanitizer; if applicable. Servicing hand wash stations is defined as refilling hand wash stations with potable (safe for human consumption) water, paper towels and soap as applicable. Contractor will be allowed to bill the government once a month. The location for this service is the Wendell H. Ford Regional Training Center, 4675 State Route 181 North, Greenville, KY 42345.
