4.3 Government Furnished Services (GFS) - Shipyard WI 205 SSDG Overhaul Assistance THIS IS A SOURCES SOUGHT NOTICE ONLY. This is not a solicitation or request for quotes and no contract or purchase order will be awarded from this notice. There is no solicitation or drawings available at this time. Military Sealift Command has a requirement for an OEM certified EMD Contractor to provide parts and labor for diesel engine maintenance (SSDGs) onboard the USNS ZEUS (T-ARC 7). The area of competition will be the East Coast and the place of performance will be at a contractor's facility. Statement of Work is as follows: Provide a certified OEM EMD contractor to provide DIESEL ENGINES MAINTENANCE (ABS) 1.0 ABSTRACT 1.1 OEM certified EMD contractor to provide parts and labor for complete major overhaul of (EMD model 20-65E7B) SSDG's 5, renew cylinder power assemblies and repair engine accessories as described herein and minor overhaul of SSDG's 1, 3 and 4. 2.0 REFERENCES: 2.1 Service Manual for 645E7B (onboard) 3.0 ITEM LOCATION/DESCRIPTION 3.1 Location/Quantity: 3.1.1 Location: 1SSDG 4-43-1, 2SSDG 4-43-2, 3SSDG 6-38-1, 4SSDG 6-38-2 and 5SSDG 6-38-0 3.1.2 Quantity and Description: 3.1.2.1 Five EMD Model 645E7B twenty cylinder engines 3.1.2.1.1 1SSDG serial #80-V1-1137, 2SSDG serial #80-K1-1055, 3SSDG #80-M1-1002, 4SSDG serial #80-K1-1112 and 5SSDG serial #80-L1-1004 3.2 Manufacturer's Data: None 4.0 GOVERNMENT FURNISHED EQUIPMENT/MATERIAL/SERVICES/INFORMATION: 4.1 Government Furnished Equipment (GFE): None 4.2 Government Furnished Material (GFM): EMD Turbo Charger (on board) 4.3 Government Furnished Services (GFS): See shipyard WI 205 SSDG Overhaul Assistance 4.4 Government Furnished Information (GFI): None 5.0 NOTES: 5.1 Procedures detailed in the manufacturer's maintenance manual shall be observed at all times. Clearance and torque specifications listed shall be strictly adhered to. Only new EMD manufactured parts or parts exchanged on a EMD Utex basis shall be used. 5.2 Quantities are considered estimates. The contractor shall provide exact quantities and additional material such as miscellaneous bolts, gaskets, pipe fittings, elbows, caps, etc., which are not included below in order to install a fully functional system which meets the requirements of this specification. 6.0 Quality Assurance Requirements: Contractor to provide the necessary quality assurance to assure proper torquing and assembly, quality control and testing of main engines. 7.0 STATEMENT OF WORK REQUIRED 7.1 Arrangements/Outfitting: None 7.2 Structural: None 7.3 Mechanical/Fluid: 7.3.1 Major Overhaul of SSDG's #5 7.3.1.1 In conjunction with ships force and shipyard personnel drain off the sump off each engine, 350 gallons each. Dispose of dirty oil and filters in accordance with local, state, and Federal regulations (see WI 205). 7.3.1.2 Provide the following OEM EMD certified parts. 1. 10ea EMD Utex Blade Pack 2. 10ea EMD Utex Fork Pack 3. 10ea rod bearing-upper 4. 10ea rod bearing-lower 5. 20ea head seat ring, viton 6. 20ea cylinder test valve 7. 1ea exc water pump r/b 8. 1ea exc water pump l/b 9. 2ea aftercoolers, 4 pass/4 flange 10. 2ea sleeve, water manifold 11. 2ea seal, water manifold 12. 20ea lower liner insert 13. 1ea exch p/c pump 14. 1ea exch l/o scavenger pump 15. 1ea gasket kit l/o trainer element 16. 1ea gasket kit l/o suction strainer 17. 1ea seal, top deck cover 18. 20ea new rocker arm assemblies bushings 19. 20ea valve bridge spring seats 20. 20ea Injectors Ecotip 7.1.1.1 Open up and prepare diesel engines for inspection and scheduled maintenance. Open up the crankcase access doors and ventilate the crankcases. Detach the valve covers. Open up, clean and prepare the air boxes for inspection. Detach all hand hole inspection fittings from the air boxes. 7.1.1.2 Scrape and remove all traces of carbon and dry oil residue. Clean the air boxes using approved type solvent and wipe out the air boxes using lint-free bound edge cloth. 7.1.1.3 Utilizing the procedures in section 5 of ref 2.1, (SSDG's # 5) remove all twenty cylinder power assemblies, including all conrod bearings. 7.1.1.4 Install new bronze connecting rod insert bearings (CFM)in each new cylinder assembly. Open and inspect 4 main bearings (assume that main bearings are 2, 5, 8 and 11). Together with ABS surveyor inspect journals and polish as required. 7.1.1.5 Before installing new CFM power packs assemblies (part# 40122754/40122753), all cleaning will be completed with the exception of the final wiping down inside of the crankcase and crankcase internals which will be made upon completion of engine repair. Only lint free cloth shall be used. 7.1.1.6 Install the new power pack cylinder (CFM) assemblies in accordance with ref 2.1. 7.1.1.7 Remove existing and provide/install new rocker arm assemblies bushings, and rollers, all valve bridge spring seats (All CFM). Replace all indicator test valves (CFM). 7.1.1.8 Install new injectors (CFM, ecotip part# 40079000). Adjust the new lash adjusters as required. 7.1.1.9 Contractor to install all new seals (CFM), O-rings (CFM), and gaskets listed for installation in the step-by-step instructions. Replace "O" rings on the strainer box and clean. Change all the lube oil filters with contractor furnished. 7.1.1.10 Provide a typewritten report showing "as release" piston-to-head clearances upper land readings and power pack location on the engines. 7.1.1.11 Since precision parts with close tolerances are being dealt with this work item, absolute attention to cleanliness and to protection of the work area and components is absolutely essential 7.1.1.12 Install on Utex basis 1 (CFM) new lube oil scavenging pump (CFM) and 1 new fuel oil pumps (CFM), piston cooling pump (CFM) and 2 fresh water pumps (CFM)(including water manifold seals and sleeves). 7.1.1.13 Remove the adapter assembly connecting the exhaust manifold to the turbo charger and turbo charger. Clean the adapter assembly with an approved solvent and reinstall the adapter assembly and new GFM turbo charger using reference 2.1 as guide. Renew spring drive gears. Renew aftercoolers (CFM). Check and record gear train back lash. Turbo chargers (17.9:1 gear ratio) 7.1.1.14 Re-torque cylinder head crab nuts, head frame to crankcase bolts, turbocharger to air duct bolts, and front and back gear drive cover bolts. 7.1.1.15 Box up all the cores and leave them ready to return to EMD this includes; all 20ea power packs, 2ea water pump, 1ea p/c pump and 1ea L/O scavenger pump. 7.1.1.16 Turn over to the MSCREP a typewritten condition report denoting discrepancies found and all readings taken. 7.1.2 SSDG's #1, 2, 3 and 4 7.1.2.1 Clean engine air boxes, upper decks and crankcases for 1 through 4 diesels. Scrape and remove all traces of carbon and dry oil residue. 7.1.2.2 Clean the air boxes using approved type solvent and wipe out the air boxes using lint-free bound edge cloth. 7.1.2.3 Conduct an inspection of the upper deck, air box and crankcase. Record piston to head clearances on each cylinder. 7.1.2.4 Re-torque cylinder head crab nuts, head frame to crankcase bolts, turbocharger to air duct bolts, and front and back gear drive cover bolts. 7.1.2.5 Turn over to the MSCREP a typewritten condition report denoting discrepancies found and all readings taken. 7.2 Electrical: None 7.3 Electronics: None 7.4 Preparation of Drawings: None 7.5 Inspection/Test: 7.5.1 Inspection: 7.5.1.1 The initial inspection of all five (5) diesel engines shall be accomplished by the Manufacturer's Field Service Engineer. 7.5.1.2 The final inspection prior to closing up all units shall be accomplished by the ship's Chief Engineer and MSC Representative. 7.5.2 Test 7.5.2.1 The ship's force shall start up and operate each engine for the Contractor to conduct an eight-hour operational "dock test" for the Manufacturer's Representative. Take and record cylinder firing pressures. 7.5.2.2 Additional operationally test 7.5.2.2.1 Sea trial tests shall be accomplished during the final part of the availability, contractor to provide tech rep for the entire duration of sea trial. For estimating purposes assume 12-14 hr sea trial. 7.6 Painting: None 7.7 Marking: None 7.8 Manufacturer's Representative: Electro Motive Diesel Field Representative to oversee the work cited this item 8.0 GENERAL REQUIREMENT: 8.1 Original EMD parts shall be used where unit exchange parts are not available. Period of Performance: 2 January 2013 - 31 January 2013 Test and sea trials during 28 February-4 March 2013 Estimated issue date of this synopsis/solicitation is on/about 1 November 2012. After issuance, the solicitation may be obtained thru Federal Business Opportunity (FEDBIZOPS) website or the MSC 1102 Website. Any firms that believe they can meet these requirements should respond to this notice as described below. Indicate if your company is a large or small business, and if a small business, indicate if you fall within any of the further classifications (Hubzone, SDVOSB, WOSB, etc.). The Government will determine whether a set-aside acquisition in lieu of full and open competition is in the Government's best interest. The appropriate NAICS Code is 333611. It is requested that interested businesses submit to the contracting office a brief capabilities package demonstrating ability to provide the requested work. This document shall also address the following: Company Profile to include number of employees, office location(s), DUNS number, CAGE Code and a statement regarding small business designation and status. Submission of a capabilities statement is not a prerequisite to any potential future offerings, but participation will assist the Government in tailoring requirements to be consistent with industry. THIS IS NOT A REQUEST FOR QUOTE OR PROPOSAL. It is a market research tool used to determine the availability and adequacy of potential small business sources prior to issuance of an award. The Government is not obligated to and will not pay for any information received from potential sources as a result of this synopsis.
