Description
THIS IS A PRESOLICITATION NOTICE VA-258-R-0776. The solicitation is intended to be issued on or about November 28, 2012 and will remain open for approximately 45 days. The Veterans Integrated Service Network 18 (VISN 18) is procuring Architect-Engineering (A-E) Firms capable of providing multi-discipline design services on an as-needed basis under a fixed price, indefinite quantity (IDIQ) contract with negotiated rates which will be applicable to the task orders, in accordance with PL-582 (Brooks A-E Act) and as implemented in FAR Part 36.6 and VAAR Part 836.6. This competition is 100% Set-Aside for Service Disabled Veteran Owned Small Business firms who are capable of performing the requirements under the categories described in the solicitation when posted and it is in accordance with Public Law 109-461, the Veterans Benefits, Healthcare and Information Technology Act of 2006, Pursuant to 38 USC 8127 and 8128. The SDVOSB must be registered with and verified by the Center for Veterans Enterprise, (CVE), and verified in the following websites: https://www.sam.gov, www.vetbiz.gov and https://orca.bpn.gov/ to be eligible for award. The NAICS Codes are 541310 (Architect Services) and 541330 (Engineering Services). The small business size standard for both NAICS codes is $4.5mil. The A-E IDIQ contract will be utilized by all VA Health Care Systems within Veterans Integrated Service Network 18 (VISN 18). It is currently anticipated to place the locations in regions as indicated: Region I: Phoenix VA Health Care System, 777 E Missouri Ave, Phoenix, AZ 85014 (Station 644); and Northern AZ VA Health Care System, 500 Highway 89 North, Prescott, AZ 86313(Station 649); Region II: Southern AZ VA Health Care System, 3601 S. 6th Ave, Tucson, AZ 85723(Station 678); and West Texas VA Health Care System, 300 Veterans Blvd, Big Spring, TX 79720 (Station 519); and Region III: New Mexico VA Health Care System, 1501 San Pedro Drive SE, Albuquerque, NM 87108 (Station 501); Amarillo VA Health Care System, 6010 Amarillo Blvd W, Amarillo, TX 79106 (Station 504); and El Paso VA Health Care System, 5001 N. Piedras St., El Paso, TX 79930 (Station 756). The contract duration will be for a period of 5 years (one (1) Base year plus four (4) one-year options) from the date of contract award. VA reserves the right to award multiple contracts, with all VISN 18 VA Medical Centers having the ability to utilize this contract. Services which may be required include, but are not limited to, providing scope, development, planning, concept development, interior design, environmental studies, feasibility studies, program analysis, design review, value engineering reviews, consulting/construction management for work, building designs for new facilities as well as rehabilitation and upgrade of existing facilities and systems, to include new buildings, building addition and/or building renovations. Additional services that may be required include, but are not limited to, Master Planning/Medical Planning, preparation of designs, plans, drawings, life-cycle cost analysis, construction cost estimates, project specifications, fact-finding studies, surveys, investigations, other professional A/E services not necessarily connected with a specific construction project, and supervision/inspection of projects under construction. The services may be performed in phases, at the option of the Government. These phases will be executed when the Contracting Officer issues a separate written "Notice to Proceed" to the Architect-Engineer for the particular phase. All contract work will be completed through individual task orders awarded for individual projects between the locations. Each task order will be priced individually and will include its own wage determination. These task orders will be competed amongst the IDIQ awardees. Once the individual contracts are awarded the VA's are NOT committed to contracting for the estimated amounts noted herein. Award of individual task orders issued by the VA Medical Centers will be dependent upon the need and the estimated dollar value of the design. All Task Orders are subject to the availability of funds. This notice is for informational purposes only and is not a request for submission of offers. No bidder list is maintained. All potential bidders should register with Federal Business Opportunities as well as the VA Vendor Portal https://www.vendorportal.ecms.va.gov/eVP if interested in this acquisition.
