- This notice is to advise of USDOT's intent to award, on or about 11/1/2012, a modification #7 to existing Contract No. DTFH61-11-C-00040 with The Regents of the University of Michigan, University of Michigan Transportation Research Institute (UMTRI), for the collection of additional weather and contextual traffic data at a select number of locations within and during the USDOT's Safety Pilot Model Deployment initiative in Ann Arbor, Michigan. USDOT competitively awarded Contract No. DTFH61-11-C-00040 on 8/18/2011 to UMTRI. The contract is entitled, "Safety Pilot Model Deployment of Vehicle to Vehicle and Vehicle to Infrastructure Safety Applications." This contract is referred to as the "Test Conductor" contract. The subject contract currently requires that the Test Conductor provide to USDOT data collected from the Vehicle Awareness Devices (VAD), Aftermarket Safety Devices (ASD), and Roadside Equipment (RSE). In order to further enhance the value of the data, USDOT has determined the need to augment this data with weather and contextual traffic data collected from weather and traffic data collection systems. In order for this data to be of value, the data must be collected during the Safety Pilot test and at locations where Safety Pilot field equipment are already deployed. This additional data needs to be integrated with and synchronized (both in terms of time and geospatial location) with the VAD, ASD, and RSE data to be of value. UMTRI is uniquely qualified to effect this necessary integration since UMTRI is currently managing the DSRC data under this Test Conductor contract. As the current Test Conductor, UMTRI is the only source who will have the oversight and access necessary to collect this additional data and integrate it satisfactorily with the data that is already being collected. Since these additional data were not included in the original contract award, a sole source modification is necessary to add the technical tasks necessary to include the additional data in the Model Deployment. To meet this need for collection of weather and contextual traffic data, the Contractor shall: 1. Implement weather and contextual traffic data collection systems within the Model Deployment Geographic Area; and 2. Update the Model Deployment Site Plan to reflect the installation of this system; and 3. Collect the designated weather and contextual traffic data during the Model Deployment and deliver it to USDOT; and 4. Deliver meta-data and documented guidance describing how the weather and contextual traffic data can be related to the safety data collected by all other devices in the Model Deployment.
