Description
The General Services Administration (GSA) seeks to identify and obtain information from responsible sources in connection with the privatization of the electric distribution system (NAICS 221122) at Holloman Air Force Base (AFB), NM. Privatization is defined as the conveyance of a utility system to a municipal, private, regional, district, or cooperative utility company or other entity. The conveyance may consist of all right, title, and interest of the United States in the utility system. Utility Privatization (UP) will be accomplished in accordance with 10 U.S.C. §2688 - Utility Systems: Conveyance Authority. Contractor will be required to assume ownership of the electric distribution system at Holloman AFB, NM, and as the new owner, shall operate and maintain the system and provide utility services to the Government. Contractor shall furnish all necessary labor, management, supervision, permits, equipment, supplies, materials, transportation, and any other incidental items or services required for the complete ownership of and provision of utility services via this utility system, including operation, maintenance, repair, upgrades, and improvements to the utility system. This Sources Sought Notice (hereinafter "Notice") is an essential step in determining market interest and feasibility. Responses received will be used to develop marketing strategies for the potential privatization of utilities at this installation. Should interest be determined sufficient, a formal solicitation may be forthcoming. Interested parties should provide a statement of interest on company letterhead by no later than 4:00 pm on Thursday, November 15, 2012. Responses are preferred via e-mail, but hard copies and facsimiles will also be accepted. At a minimum, the statement of interest shall address: (1) capability and experience in utility privatization or owning and operating electric utility systems; (2) financial capability to justify potential award of such a contract; (3) a primary point of contact, including phone number and e-mail address; and (4) an indication of the size of the business (large, small, or any sub-category of small business). The potential opportunity for set-asides for small businesses and small disadvantaged businesses will be considered on the basis of the responses received. This Notice is solely for the Government's use as a market research tool. As such, the issuance of a competitive solicitation is not guaranteed. If determined appropriate, then both a synopsis and a solicitation may be anticipated in the February 2013 timeframe. All responsible sources are encouraged to submit a response to this Notice. All information received will be considered. Failure to respond to this Notice does not preclude a firm from offering on any resultant solicitation; however, a lack of interest in this requirement may keep this effort from moving forward competitively. This announcement shall not be construed as a commitment or authorization to incur costs in anticipation of an award. The Government is not bound to make any awards under this Notice. Installation Description Holloman Electric Distribution System: The electric distribution system being privatized is described as follows: Holloman AFB is located approximately 10 miles west of the City of Alamogordo, NM. The Holloman AFB electric distribution system consists of all appurtenances physically connected to the distribution system from the substation in which the distribution system enters the Installation and Government ownership currently starts to the point of demarcation, defined by the Right of Access. The utility system is composed of, without limitation, substations, switchgear, overhead and underground conductors, utility poles, ducts, manholes, pad-mount and pole-mount transformers, meters, instrumentation, street lighting fixtures, and other ancillary fixed equipment related to electricity delivered to end users on the Installation. The Holloman AFB electric distribution system is supplied power by El Paso Electric (EPEC) at 115 kV, 3 phase, 3 wire, delta connection. The Holloman AFB circuit breaker, located in the EPEC Switch Station, is the metered delivery point for the base. This 115 kV power line feeds three substation located on the base, the Main Substation, the North Substation, and the Atlas Substation. The Main Substation has two padmount transformers, each rated at 115kV primary and 13.2 kV secondary and 22.5 MVA. One transformer feeds power to 8 circuit breakers, and the second transformer feeds power to two circuit breakers. The West Switching Station is fed 13.2 kV power from the Main Substation and the North Substation through dedicated "express" feeders. The West Switching Station powers 8 circuit breakers. The North Substation has one transformer that feeds 8 circuit breakers. This transformer is rated 115 kV primary, 13.2 kV secondary, and 22.5 MVA. The Atlas Substation has one transformer that feeds 4 circuit breakers. This transformer is rated 115 kV primary, 13.2 kV secondary, and 22.5 MVA. The majority of the distribution system associated with the Base is installed overhead on wood poles. There are two areas on the base where there are joint use poles used by both the MFH contractor and the Base. The Government owns the poles and the wiring for the circuit associated with the Base power and the MFH contractor owns the wires associated with the housing circuit. Specifically excluded from the electric distribution system privatization are: Airfield Lighting, Parking lot lights serviced by secondary feed from a building, water tower light, emergency generators that exist for the purpose of emergency back-up for AF facilities. Privatized Military Family Housing (MFH) area (no connection to the Holloman AFB electric distribution system); Building 647 (located within Privatized Housing area, no connection to Holloman AFB electric distribution system); Building 650 (located within Privatized Housing area, no connection to Holloman AFB electric distribution system); Golf Course Lift Station (located within Privatized Housing area, no connection to Holloman AFB electric distribution system); FamCamp (located within Privatized Housing area, no connection to Holloman AFB electric distribution system); Space Command Compound; Building 1020 area and Bonito Lake. El Paso Electric Company provides power to the El Paso Electric Company owned area of the switch station. Annual Consumption for FY11 was 79,591,333 KWH with a Peak Demand for FY11 of 17 MW.
