- Contracting Office Address NASA Shared Services Center Procurement Division Building 1111 Stennis Space Center, MS 39529-6000 Description NASA/NSSC intends to issue a sole source contract modification to LeGacy Resource, Brentwood, TN 37027-2201 for Agency-wide contract closeout services. The period of performance includes a one month base period. NASA recently conducted acquisition procedures including receiving proposals, evaluation of proposals, and selection of a successful Offeror for the follow-on contract, Agency-wide Contract Closeout and Procurement Support Services. Immediately following the award of the Phase-In purchase order, a protest was received.The protest has now been settled. NASA/NSSC now plans to award a 60 phase-in contract with an effective date of December 1, 2012 and a new Agency-wide Contract Closeout and Procurement Services Contract with an effective date of February 1, 2013. Pursuant to FAR 6.302-1, the acquisition of these services has been determined to be reasonably available from only one source. Competition is impractical for the following reasons: 1.In order to maintain the current level of contract performance and continuity of services during a short transition period, it is in the best interest of NASA to award on a sole source basis. The current contractor has sustained operations in place to perform, as required, month-to-month at all NASA Centers. The management and staff are familiar with processes and procedures currently being performed, therefore providing essential continuity without the potential of disrupting services. 2.It is not feasible or realistic to conduct a competitive acquisition to cover such a short period due to the requirement for a 60 day phase-in to adequately cover required transition activities. The period of performance for this contract action is: Base period:Jan 1 Jan 31, 2013 This contract will require on-site performance of closeout services at 10 NASA Centers. The services will include closeout support services for all types of NASA procurement instruments in accordance with the FAR, NFS, and other related guidance. The Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 3:00 p.m. central standard time on October 31, 2012. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a competitive basis, based upon responses to this notice, is solely within the discretion of the government.
