- SYNOPSIS - GROUND MAINTENANCE SERVICES The 4th Contracting Squadron intends to issue a solicitation for Ground Maintenance Services at Seymour Johnson Air Force Base, North Carolina. The contractor shall provide all personnel, equipment, tools, supervision, and other items and services necessary to ensure that grounds maintenance is performed at Seymour Johnson AFB, NC in a manner that will maintain healthy grass and a professional appearance. The contractor shall accomplish all grounds maintenance tasks identified in the Performance Work Statement (PWS) and its associated attachments, which will accompany the solicitation. All work performed by the contractor shall be performed in accordance with all applicable laws, regulations, standards, instructions, and commercial practices. The solicitation number for this acquisition is FA4809-13-R-0001 (this has been revised from the Sources Sought Notice under solicitation FA4809-12-R-0019). The solicitation will be set aside 100% for Service-Disabled Veteran-Owned Small Businesses (SDVOSB). The North American Industry Classification System (NAICS) is 561730 - Landscaping Services. The size standard for NAICS 561730 is $7 Million. The Government intends to award a firm-fixed price contract to the lowest priced technically acceptable (LPTA) offeror with an acceptable past performance assessment in accordance with FAR 15.101-2. The anticipated period of performance includes one base period of seven months from 1 March 2013 to 30 September 2013, and two subsequent 12-month option periods with a total possible performance period from 1 March 2013 through 30 September 2015, if the options are exercised. The solicitation will be issued electronically and will be available on Federal Business Opportunities (FBO), https://www.fbo.gov, on or about 2 November 2012. No telephone calls or written requests for the solicitation package will be accepted. Prospective contractors must be registered on the System for Award Management (SAM) - formerly the Central Contractor Registration (CCR) - in order to be eligible for award.
