- Sole Source Justification This contract action was accomplished using other than competitive procedures because the agency's need for these services is of such an unusual and compelling urgency that the Government would be seriously injured unless the agency is permitted to limit the number of sources from which it solicits bids or proposals, full and open competition need not be provided for this requirement. Time only permits that one source be solicited to provide technical support services for the National Data Buoy Center (NDBC). By not awarding a modification to extend the period of performance on the bridge contract it would adversely impact the mission of the NDBC (In accordance with FAR 6.302(a)(2). This Modification is to extend the period of performance of contract QA133W-12-CN-0097 through December 31, 2012. The modification incorporates a Base Month (Oct 1-31, 2012) and 2 one-month options (Nov 1-30, 2012 and Dec 1-31, 2012). The acquisition is to provide uninterrupted contractor support services to meet the operational mission of NDBC. NDBC's mission is to operate a global ocean and coastal marine observation network for NOAA's National Weather Service (NWS). This network provides critical data on oceanic and atmospheric conditions that is used by weather and hurricane forecasters, researchers, climatologists, oceanographers, commercial fishers, and recreational boaters, among others, to prevent catastrophic losses of life and property. NDBC operates a network of near coastal and off-shore marine weather and oceanographic buoys, unmanned Coastal Marine Automated Network CCMAN) stations, NOAA's Deep-ocean Assessment and Reporting of Tsunami (DART) network, and the Tropical Atmosphere and Ocean (TAO) array network. NDBC currently operates and maintains 110 moored marine weather and oceanographic buoys, 4 near-coastal ocean observing buoys, 50 C-MAN stations, 39 DART monitoring stations, 55 TAO surface, and 4 TAO subsurface buoys.
