- The U.S. Environmental Protection Agency (EPA) Research Triangle Park Procurement Operations Division [RTPPOD] intends to negotiate a sole source purchase order under Simplified Acquisition Procedures to Illumina, Inc., 5200 Illumina Way, San Diego, CA 92122 for the acquisition of 20/each, Part#: BD-202-0202 MouseRef-8 v2.0 Expression Beadchip Kit (16 samples). These beadchips are designed to be used with the existing Illumina HT Sequencing System that is located in the NHEERLGenomic Core (GRC) and cannot be utilized with any other existing fluorescent scanner because of the unique chip design. Future experiments at NHEERL will generate data to be compared with existing Illumina data sets at the US EPA. Consistency in platform comparison is critical to the genomic scientific mission at NHEERL. The research application of Illumina bead chip requires that the chips be scanned on the Illumina HiScan scanner. The image is displayed on a screen connected to the scanner and analog software generates a density number for each gene, to be used in the analysis. No other sources of supply exist on the market. The circumstance permitting is FAR 6.302-1 'only one source reasonably available'. The intent of this notice is to determine if any other source(s) exist. The EPA has identified Illumina Inc, as the only vendor capable of satisfying this requirement. NO SOLICITATION OR REQUEST FOR QUOTE (RFQ) IS AVAILABLE. Notwithstanding, any firm that believes it is capable of meeting EPA's requirement as stated herein may submit a capability statement no later than 10 days after the date of this publication. Timely responses will be considered. Responses to this posting must be in writing and provide clear and convincing evidence that competition would be advantageous to the Government. A determination not to compete the proposed purchase order based upon the responses to this notice is solely within the discretion of the Government. All questions sho uld be directed to Pamela E.
