- This is a pre-solicitation notice synopsizing an upcoming IFB solicitation to satisfy the requirement of FAR 5.201 and 5.203. The VA Dublin - Carl Vinson Heath Care System has a requirement for Project 557-CSI-375; Hospice Care Unit. A Firm-Fixed Price Construction award is anticipated. Contractor shall furnish all tools, management, supervision, labor, transportation, equipment, and materials, permits, licenses, and perform work to construct a new Hospice Care Unit at the VAMC Dublin, Georgia. Project entails constructing a new stand-alone Hospice Care Unit (13,942 gsf) to house eight beds to begin to address the increased VA workload of caring for hospice patients. The project is A/E design and all work will be done in accordance with drawings and specific actions given to the contractor by the VA. In addition, all work will be done in accordance with applicable local state and federal codes, guidelines and regulations governing such work. Solicitation documents, including technical specifications and project drawings, will be available electronically at the following website: www.fedbizopps.gov. Offerors will search for solicitation VA247-13-B-0001 to access solicitation documents and any Amendments. The Contracting Officer will not be able to answer any questions to this notice until an IFB is issued. Questions will only be answered that are received by Request for Information (RFI). The Contracting Officer will not maintain a bidder's mailing list. All interested parties should register via FedBizOpps interested vendors list. Do not contact the Contracting for General Contractor information. It is the responsibility of the offeror to monitor and download amendments from FedBizOpps which may be issued to this solicitation. No hard copies of solicitation or drawings will be provided. INTERESTED PARTIES ARE STRONGLY ENCOURAGED TO REGISTER TO RECEIVE NOTIFICATION OF ACTIONS INCLUDING POSTING OF THE SOLICITATION AND ANY AMENDMENTS. HOWEVER, OFFERORS ARE ADVISED TO CHECK THE SIGHT FREQUENTLY AS THEY ARE RESPONSIBLE FOR OBTAINING AMENDMENTS. Ninety day bid acceptance period will be required. Bid Bond will be required. Electronic proposals submitted via e-mail will not be accepted. A Pre-Proposal Conference and Site Visit shall be held and announced in the IFB solicitation. Interested parties should meet at Building 29, Engineering Conference Room 111, Carl Vinson VA Medical Center, 1826 Veterans Blvd., Dublin, GA 31021 on the date and time announced in the solicitation. NAICS: 236220, Small Business Size Standard: $33.5 Million. Project Magnitude: Between $2,000,000.00 and $5,000,000.00. Contract Completion Time is expected to have 12-month duration and will be Three Hundred and Sixty (360) Calendar Days, and be ready for occupancy on 31 December 2013. Offerors must be listed in the VetBiz.gov Vendor Information Pages at www.vetbiz.gov, currently registered on Central Contractor Registration, www.ccr.gov, and have completed online Representations and Certifications at http://orca.bpn.gov. This acquisition is solicited pursuant to the Veterans' First Public Law 109-461 as a Service-Disabled Veteran-Owned Small Business Set-Aside.
