- The contractor shall furnish all labor, facilities, parts, materials, equipment, tools and data (other than Government Furnished Property), necessary to accomplish the overhaul of the following assets: NOMENCLATURE: Actuator, Electro-Me (CH-47) INPUT NSN / PART NUMBER: 1680-01-117-1331 / 145C6100-2; 145C6100-3 OUTPUT NSN / PART NUMBER: 1680-01-117-1331 / 145C6100-3 ESTIMATED QUANTITY RANGE: 50 Minimum - 780 Maximum (130 FMS) The proposed contractual action will be a Five (5) year, firm fixed price Indefinite Delivery Indefinite Quantity (IDIQ) Maintenance and Overhaul type contract, with minimum / maximum quantities listed above. The maximum quantity of 780 each includes a quantity of 130 each for Foreign Military Sales (FMS). These items are non-commercial; FAR Part 12 will not be utilized. Required delivery shall be FOB Origin. This procurement is restricted to The Boeing Company (CAGE 77272), Route 291 & Stewart Avenue, Ridley Park, PA 19078-1099 and Airtronics Inc. (CAGE 58078), 1822 S. Research Loop, Tuscon, AZ 85710-6711. Depot Maintenance Work Requirement DMWR-55-1680-350 and all associated Maintenance Engineering Orders are adequate and available to support the overhaul of the subject item. This item has been identified as a Critical Safety Item (CSI). Pursuant to the provisions of Public Law No. 108-136, National Defense Authorization Act Fiscal Year 2004, Section 802, Quality Control in Procurement of Aviation Critical Safety Items and Related Services, as implemented for acquisition by Department of Defense, Acquisition Regulation Supplement (DFARS 209-270), contracts for modification, repair, or overhaul of CSI's can only be awarded to a source approved by the head of the design control activity. The only approved sources for this requirement are: The Boeing Company (77272) and Airtronics Inc. (58078). A Product Verification Audit (PVA) IS required. Firms that recognize and can produce the required item described above are encouraged to identify themselves. Firms are encouraged to seek source approval in order to compete for future solicitations by accessing the website www.redstone.army.mil/cmo/ and looking under Standard Aviation and Missile Source Approval Request (SAMSAR). All responsible sources may submit an offer which shall be considered by the Agency. No telephone requests for the solicitation will be accepted. Requests for the solicitation shall be by FAX, mail, or email. You may mail your request to Joseph R. Thomas, CCAM-ALM, Bldg 5303, 2nd Floor, Redstone Arsenal, AL 35898-5000. Email requests should be sent to joseph.thomas37@us.army.mil Proposals can be hand-carried, mailed via the US Postal Service, or delivered by a commercial delivery service. No FAX or email responses shall be accepted for the initial proposal. This requirement is currently unfunded. Award will be withheld pending receipt of sufficient funds. The closing date annotated is an estimate date and may be adjusted dependent upon the date of release of the solicitation; however, the solicitation will not close prior to the closing date stated above.
