- Description
- The MSP is a palletized system that provides mission data processing, video processing and display, sensor management and control, and communications capabilities for the HC-144A MPA. The MSP utilizes both classified and unclassified Local Area Networks. The MSP is constructed of rugged non-developmental computer equipment, flat panel displays, communications, avionics, and sensor equipment. It consists of two workstations separated by a center console and an equipment enclosure. The equipment is mounted on a 62-inch by 108-inch cargo pallet for the roll-on / roll-off capabilities and it interfaces mechanically with the aircraft's cargo handling system. The statutory authority permitting other than full and open competition is Title 10 USC 2304(c)(1) as implemented by the Federal Acquisition Regulation (FAR) 6.302-1 "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements". As implemented by FAR Subsection 6.302-1(a)(2)(ii)(A)(B), "Supplies may be deemed to be available only from the original source in the case of a follow-on contract for the continued development or production of a major system or highly specialized equipment, including major components thereof, when it is likely that award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition or unacceptable delays in fulfilling the agency's requirements."
