- The Army Contracting Command- Picatinny (ACC-Picatinny) on behalf of the Analysis & Evaluation Technology Division (AETD) within Munitions Engineering Technology Center (METC) is conducting market research to identify potential sources that are capable of providing electro-spun single crystalline tungsten trioxide nanowires. The goal of the U.S. Army, Armament Research Development and Engineering Center (ARDEC) is to enhance the thermal stability of all hardware subjected to extreme temperatures and thermal cycles. Typical thermal requirements are -52C to 71C for storage and -41C to 62C for operations. AETDs current efforts are to identify enhanced thermal management mechanisms employing nanostructured tungsten trioxide as a potential candidate for a novel thermal barrier coating system. This study is limited to tungsten trioxide coating, which can be applied at nominal temperatures (i.e. room temperature). Interested parties should include information that provides evidence of experience in the following areas in a white paper format: 1. Electro-spinning metal oxides using traditional electro-spinning, core-shell electro-spinning, and bowl-edge spinning techniques. 2. Ability to produce single crystalline tungsten trioxide via electro-spinning. 3. Ability to characterize the morphology, crystal structure and phase of tungsten trioxide nanowires. Respondents should include company name and contact information (address, phone number, e-mail address); Cage Code and Type of Business (Small Business, Large Business, 8(a) Small Business, Hub-Zone Small Business, Service Disabled Veteran Owned Small Business, Woman Owned). Submissions to this Market Survey should be made within three (3) calendar weeks, NLT 8 November 2012 to: U.S. Army Contracting Command ACC-NJ, Attn.: Margaret B. Reed, Building 45C, Picatinny Arsenal, NJ 07806-5000; email: margaret.b.reed.civ@mail.mil. All information shall be submitted via email only; NO PHONE calls will be accepted. This notice does not obligate the Government to award a contract or otherwise pay for the information provided in response. Any contractor responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the contractors qualifications. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. All information is to be submitted at no cost or obligation to the Government. After a review of the responses received, a solicitation may be issued at a later date. However, responses to this notice will not be considered a response to any possible future solicitation. This is a Market Survey Announcement and submission of information will be used for informational and planning purposes only. This notice does not constitute a formal Request for Proposal (RFP)/Request for Quote (RFQ). In addition, the Government does not intend to pay for any information provided under this notice.
