- Description
- An RFP will be issued on or after 11/19/2012 for Gloves, Unisex, Black, Dress; NSN: 8440-01-161-7119(s) made in accordance with specification A-A-50386. 50% of the Unisex Glove requirement will be issued as a total small business set-aside and 50% unrestricted. The resulting awards will be firm fixed price IDIQ (Indefinite Delivery, Indefinite Quantity) type contracts, each with a base and three (3) one year option terms. Each contract will be for a minimum quantity of 41,196 pairs, annual estimated quantity of 102,990 pairs, and annual order limitation quantity of 128,738 pairs for each term. Best Value Source Selection procedures will be utilized. The evaluation factors for the total small business set-aside portion will include in descending order of importance: 1) Product Demonstration Model and 2) Past Performance Confidence Level. The evaluation factors for the unrestricted portion will include in descending order of importance: 1) Product Demonstration Model, 2) Past Performance Confidence Level, and 3) Socioeconomic Proposal. Delivery terms will be FOB Destination, inspection and acceptance at origin. Destinations will include: Pendergrass, GA; Austin, TX, and Lansing, MI. For the first delivery order, shipments will be scheduled to begin no earlier than 120 days after the date of the award. Availability of solicitations, FAR 5.102(d) applies, as our office no longer issues solicitations or amendments in paper form. The solicitation will be posted on https://www.dibbs.bsm.dla.mil/. Detailed system requirements and instructions for registration can be found on the DLA DIBBS Home Page accessed on https://www.dibbs.bsm.dla.mil/. All contractors MUST be registered in SAM (System for Award Management) in order to be eligible for award. All responsible sources may submit offers, which DLA Troop Support shall consider. Please note that ALL materials used in the fabrication of this item shall be furnished by the successful offeror. This solicitation contains DOMESTIC RESTRICTIONS, which means all components and all manufacturing must be obtained/performed within the United States. The Defense appropriations and authorization acts and other statutes (including what is commonly referred to as "The Berry Amendment") impose restrictions on the DoD's acquisition of foreign products and services. Generally, Clothing and Textile items (as defined in DFARS clause 252.225-7012) and "specialty metals" (as defined in DFARS clause 252.225-7014), including the materials and components thereof (other than sensors, electronics, or other items added to, and not normally associated with clothing), must be grown, reprocessed, reused, melted or produced in the United States, its possessions or Puerto Rico, unless one of the DFARS 225.7002-2 exceptions applies. NOTE: SHEEPSKIN LEATHER IN A RAW OR PICKLED STATE FROM FOREIGN SOURCES MAY BE USED, BUT ALL TANNING AND PROCESSING OF THE LEATHER MUST BE DONE DOMESTICALLY.
