- Space and Naval Warfare Systems Center Pacific (SSC Pacific) intends to increase the contract ceiling by $8,366,000 on contract number N66001-08-D-0055, awarded to Tactical Engineering and Analysis, Inc. (TEA). This contract provides support for Test Engineering, Analysis, Prototype development, and Evaluation (TAPE) for MIDS, JTIDS, JTRS, and Aegis BMD systems including evaluation of other applications for solving U.S. military TDL communications problems. This increase in contract ceiling will be awarded without providing for full and open competition pursuant to the authority of 10 USC 2304(c)(1), as implemented by FAR 6.302-1 (Only one responsible source and no other supplies or services will satisfy agency requirements). No source, Government or industry, other than TEA is currently capable of providing these highly specialized services without an unacceptable delay. TEAs fundamental understanding of current TDL and Navy combat systems is crucial to ensure continuity of uninterrupted support of the following critical ongoing programs/projects for which TEA has demonstrated effective and efficient expertise: Ballistic Missile Defense (BMD) Aegis Afloat and Ashore; Tactical Data Links (TDL) Testing and Evaluation (T&E); Joint Tactical Radio System (JTRS); Link Monitoring and Management Tool (LMMT); Accelerated Midterm Interoperability Improvement Project (AMIIP); Distributed Engineering Plant (DEP); Tactical Data Link (TDL) Foreign Military Sales (FMS). Any interruption of this support will negatively affect the mission capability of the Navy and the DoD. Due to the nature of the above listed programs and their direct support of the Navy, Joint Services, and Allies for pre-deployment interoperability testing and combat system assessments, any delay or interruption of support will impact Deployment schedules as well as combat readiness. The anticipated period of performance for the proposed acquisition is from the effective date of contract modification award through the expiration date of the contract, 22 September 2013. No extension is required. The applicable North American Industry Classification System (NAICS) Code is 541330. This notice of intent is not a request for competitive proposals. However, all interest and capability statements received within 15 days after date of publication of this notice will be considered by the Government.
