- The NAVSUP Fleet Logistics Center Norfolk (FLCN), Contracting Department, Philadelphia Office, intends to acquire analysis services and tracking of adverse obstetric events in support the Program Analysis and Evaluation (PA&E) department at the Bureau of Medicine and Surgery (BUMED). BUMED is responsible for providing high quality medical care to TRICARE beneficiaries in the Navy and Marine Corps. The most common reason for admission to a Navy Military Treatment Facility(MTF) is obstetrics. THE DESCRIPTIVE INFORMATION CONTAINED IN THIS SYNOPSIS REFLECT CURRENT KNOWLEDGE AS OF THIS PRINTING. THESE FACTS MAY BE UPDATED OR REVISED IN THE ACTUAL SOLICITATION, WHEN ISSUED. The purpose of this requirement is to obtain non personal obstetric quality of care analysis services that will include such tasks as extraction and analysis of relevant electronic data from Military Health Record (MHS) electronic systems, specifically the MHS Data Repository (MDR) and the MHS Mart (M2) electronic data is analyzed to identify adverse events at Navy MTFS and then presented in a concise and coherent format for top level leadership. The information is produced on a monthly basis and distributed to top level leadership in the obstetrics and perinatal communities. Adverse events are identified and actions are taken to address these events and prevent them from occurring in the future. It is intended that this procurement will be process in accordance with FAR Part 15 and FAR Part 12 will apply. It is anticipated that a firm fixed price service contract will result from this solicitation. It is anticipated that the basic performance period will be 26 March 2013 through 25 March 2014. It is further anticipated that an additional two (2) twelve-month option periods will be included for a total maximum of thirty-six (36) months of service if all options are exercised. This requirement will be solicited on a full and open basis. It is intended that solicitation N00189-13-R-Z011 will be posted to NECO (www.neco.navy.mil) by November 6, 2012.
