- The Surface Electronic Warfare Systems Branch at the US Naval Research Laboratory, Washington, DC, is responsible for research, design, and development of on-board electronic warfare (EW) technologies, techniques, and systems to deny or degrade hostile use of the electromagnetic spectrum and protect naval ships. This includes threat assessment and definition, development of EW operational concepts, EW requirements definition, electronic countermeasure technique research and analysis, EW signal processing research, EW system research and prototype system development, EW technique and system effectiveness evaluation, field experimentation, and system effectiveness assessments. The Naval Research Laboratory (NRL) Tactical Electronic Warfare Division (TEWD) has a need for up to 390 digital signal processing modules (DSPMs) to be used to design and evaluate prototype shipboard and airborne electronic warfare (EW) applications and to be installed and operated within an enclosure that will be mounted to both airborne and surface shipboard platforms. The DSPMs will be used in a developmental system. The DSPMs will be used to design and evaluate prototype shipboard and airborne electronic warfare (EW) applications and will be mounted in an enclosure that will be installed on both surface shipboard and airborne platforms. This synopsis is for the acquisition of up to 390 individual DSPMs. Complete technical specifications will be available as part of the solicitation. Specifications are export controlled under the International Traffic in Arms Regulations (ITAR). As such, to receive the referenced specifications, potential offerors will be required to submit a completed certification with proof of status as a U.S. person (as defined in 22 C.F.R. Part 120.15). Upon confirmation of eligibility, potential offerors will be sent a copy of the specifications. The specifications must be safeguarded and protected from unauthorized disclosure in accordance with applicable U.S. export control laws and regulations. A three-year indefinite-delivery, indefinite-quantity contract with firm-fixed-priced orders is contemplated. The NRL uses electronic commerce (EC) to issue requests for proposals (RFPs) and amendments to RFPs. Paper copies of the RFP will not be provided. The actual closing date for proposals will be stated in the solicitation when issued. The government intends to use FAR Part 12, Acquisition of Commercial Items. All responsible sources may submit a bid, proposal, or quotation, which shall be considered by the agency.
