- Draft START IV Statement of Work Early Disclosure of COI-related provisions and clauses The United States Environmental Protection Agency's (EPA) Region 8 Contracting Office intends to issue a Request for Proposal (RFP) for the Superfund Technical Assessment and Response Team (START) IV. The solicitation number for this acquisition will be SOL-R8-12-00001, and the anticipated release date is November 2, 2012. The purpose of this acquisition will be to obtain technical support services for EPA Region 8 (which consists of Colorado, Wyoming, Montana, Utah, North Dakota, South Dakota, and Tribal Land) for emergency response, removal, site assessment, training, data management and related technical and administrative services. These services shall be performed in accordance with the Comprehensive Environmental Response, Compensation, and Liability Act of 1980 (also known as CERCLA or Superfund) as amended, the National Oil and Hazardous Substances Pollution Contingency Plan and other environmental statues. The contractor shall provide services to support response and site assessment activities related to the release or threat of release of oil, petroleum products, hazardous substances, weapons of mass destruction or pollutants and contaminants that pose an actual or potential threat to human health and welfare, or to the environment. The draft SOW is attached to this notice. The Government intends to award one Fixed-Rate, Indefinite Delivery/ Indefinite Quantity (ID/IQ) contract, with work ordered through the issuance of task orders on primarily a time-and-materials basis. Performance-based and firm-fixed-price task orders may also be utilized. T he anticipated period of performance consists of a three (3) year (36 month) base period and two (2) two-year (24 month) option periods, for a potential maximum period of performance of seven (7) years. The acquisition will not be set-aside and will be conducted on the basis of full and open competition using FAR Part 15 procedures. There are conflict of interest (COI) limitations associated with this acquisition. Potential offerors are advised that current Emergency and Rapid Response Services (ERRS) contractors or team subcontractors in Region 8 will be ineligible for award due to COI concerns. Please see the Early COI Disclosure attachment to this notice for more information. The purpose of this notice is to notify potential offerors of EPA's forthcoming requirement. This notice, the RFP, amendments and other information related to this procurement will be posted at www.fbo.gov. Interested parties can access procurement information at this site.
