- Description
- The Naval Air Warfare Center Weapons Division (NAWCWD), China Lake, CA intends to award on a full and open competition basis, a Firm Fixed Price (FFP) contract for the upgrade and delivery of two Command Destruct Transmitter Antenna Control Units (CDTACUs) located at Pillar Point, Half Moon Bay, CA with new Pedestal Interface Units (PIU) and Antenna Control Units (ACU). This procurement will be a 100% Small Business Set-Aside. This contract effort requires the contractor to modify the existing RPM PG-10520 antenna systems to replace the existing RPM ACUs with new local site ACUs and add the capability of remote site ACUs. The ACU's are commercial off the shelf items but an interface must be configured for the antennas. The antenna interface cable connector must be custom fitted to a PIU. This interface can also contain electronics such as servo amplifiers to make this custom interface easier than trying to customize the ACU or PIU electronics to the old servo amplifiers. Custom software must be written to allow the ACU to point to a certain point in space with the pointing data generated by NAWCWD. Additionally, the contractor will be required to perform testing and installation services at NAWCWD, Point Mugu, CA. This acquisition is being conducted under FAR 12 Commercial Items. Applicable specifications and drawings will be provided in the solicitation. The solicitation or Request for Proposal (RFP) will be posted on the Navy Electronic Commerce Online website at http://www.neco.navy.mil and the FEDBIZOPPS website at http://www.fbo.gov/ on or about 05 November 2012. All responsible sources may submit a proposal, which shall be considered by the agency. The response shall be submitted in writing to Naval Air Warfare Center Weapons Division, Code 254300D Attn: Helen Xiong, 429 E. Bowen Road, STOP 4015, China Lake, CA 93555-6108. All responsible sources must be registered in the Central Contractor Registration (CCR) database at the following website: https://www.ccr.dlis.dla.mil/ccr/scripts/index.html. Award is scheduled to occur on or about 15 February 2012. The offeror selected for award will be that offeror determined to be most advantageous to the Government based on Best Value evaluation. The evaluation criteria will be provided in Section M of the solicitation.
