PSC - Program Analyst, INL/RM/CAS, Washington, DC Issuance Date: 10/19/2012 Closing Date: 11/04/2012 SOLICITATION NUMBER: PSC-13-004-INL SUBJECT A solicitation for a Personal Services Contractor (PSC), Department of State (DOS), Bureau for International Narcotics and Law Enforcement Affairs (INL) The United States Government (USG), represented by the DOS, seeks applications from US citizens interested in providing PSC services as described in this solicitation. PLACE OF PERFORMANCE: Washington, DC 8. JOB DESCRIPTION: See below STATEMENT OF DUTIES GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR A. BACKGROUND. The Office of Resource Management is responsible for the development and execution of the Bureau's budget, and for the administration of all INL's international counternarcotics and law enforcement programs, i.e., financial, personnel, administrative, acquisition, information management, and post conflict and emerging program development and program evaluation and oversight. The CAS Division provides INL the means to manage these financial and contract functions by supporting and interfacing with the relevant entities within the Bureau (Regional and Functional Program Offices, other Divisions within INL/RM), as well as with Embassy staff and appropriate elements within the interagency. B. PURPOSE. INL programs overseas are managed by US Embassy Foreign Service and personal services contract personnel serving in Narcotics Affairs and Law Enforcement Sections (NAS and LES) who work with their host nation counterparts to develop requirements and oversee project implementation. Much of INL's assistance is in the form of contracts for a wide range of services in support of civilian police, rule of law and counter-narcotics programs as well as for equipment and materiel. At present, the estimated value of active service contracts is approximately $2B. To successfully manage current and future contracts, the Bureau must have staff dedicated to constantly monitoring the inherent financial and contract requirements fueling INL's programs. The Division is comprised of professionals with expertise in program management, financial management and contract management who serve on specific program and project teams. CAS works closely with regionally-focused and functionally-focused program officers, as well as interagency and Embassy staff all of whom are responsible for developing and implementing INL programs overseas. The incumbent serves as a member of a team with responsibility for financial and contract administration of specific region, country and functional contracts. Each team is responsible for managing the full post-award life cycle of assigned contracts to optimize INL's accountability on these high visibility programs. C. STATEMENT OF WORK • Plans, develops and conducts contract-related analyses of substantial scale and impact regarding highly complex, multi-million dollar projects and programs of significant impact. Ensures that program officers are in compliance with financial and contract management policies and procedures such as the Foreign Assistance Act, the Federal Acquisition Regulation and the Department of State Acquisition Regulation. Coordinates contract management activities between multiple contractors and INL program stakeholders. • Assists senior CAS Division and other Bureau program stakeholders in coordinating and planning contract management activities such as quality assurance programs for advising and mentoring services, life support, mission support, logistics operations, aviation support, security operations, facilities construction, IT/communications support, contractor pre-deployment training and in-country program management. Conducts in-depth studies of operational requirements to ensure that the contract is appropriately aligned with geographic, geopolitical, and programmatic necessities when making recommendations to senior managers on the appropriate course to follow. May also be required to provide technical oversight, coordination, analysis, review, quality assurance and scheduling oversight of projects and programs. • Makes recommendations to senior staff, both in-country and headquarters, on how best to implement contract changes to improve project or program performance, including the elimination of those which are ineffective or no longer useful. Assists in the development of contractual policies, procedures and guidelines, as well as funding requirements, for INL programs and projects. Builds strong relationships with key individuals in specific areas assigned to achieve greater visibility on program and project implementation, including the collection and reporting of data for overall organizational awareness. • Provides contractual guidance of both a technical and policy nature to co-workers and other staff members on management of complex projects and programs, e.g., trains others, including local staff, on how to extract relevant data elements to build compelling presentations and reports to best inform senior managers either through regular reporting mechanisms or ad-hoc queries; ensures that informational materials are current, and that new staff are apprised of requirements in an efficient and effective manner. • Works closely with other program analysts in the development, maintenance and monitoring of integrated contract management reporting system(s) affecting projects/programs with functions and operations that are extensively interrelated in the areas of international narcotics and crime control. • Reviews and analyzes policy and contract documents, often technical in nature; extracts information and summarizes to identify significant trends and issues; leads or participates in working groups, coordinates findings, and makes recommendations to senior level officers on appropriate course to follow on issues which affect over-all Bureau/Department policies. • Drafts position papers and reports presenting, defending, or justifying the Department's policies relating to the management of INL contracts. Assists with reviewing contract expenditures and reconciles differences between budget and project expenditure reports. • Represents the Bureau/project team at meetings, advising them of the Department's stated policies on specific issues such as financial management or conformance to applicable laws and regulatory guidelines. Negotiates contract management policies and procedures with NAS offices or other agency representatives and recommends solutions on controversial issues which arise during negotiations; briefs senior managers, both within and outside the Bureau on outcome of meetings. • Supports and assists the Division Chief in ensuring that (1)effective internal controls are in place and adhered to in order to protect the integrity of the organization and to prevent waste, fraud and mismanagement; (2) appropriate security procedures are followed; and (3) resources are allocated efficiently, equitably, and in conformance with established policy and regulations. • Reviews and analyzes contract administration processes and/or agency contracted programs. Communicates with colleagues, agency management, and other contacts outside the agency to gather and analyze information relating to INL contracts and programs. Performs analytical and evaluative work associated with line and/or program activities. • Analyzes and evaluates, on a quantitative or qualitative basis, the effectiveness of contracts in meeting established goals and objectives. Effectively manages assigned contracts and serves as the initial point of contact for actions from offices both within and outside the Bureau, posts abroad, other USG agencies, or the private sector. • Maintains current knowledge of advancements in the field of contract and program management, and accurately projects the impact of such advancement on programs. Ensures effective execution of contracted program requirements. Establishes systematic methods of contract execution and evaluation. Assesses activities to determine funding requirements and to determine whether funding is warranted. Coordinates the transfer of funding as appropriate. Analyzes budget proposals, and evaluates contractor effectiveness in relation to the funding expended. • Develops procedures and systems for establishing, operating and assessing the effectiveness of administrative control systems and line or operating programs; and the accomplishment, evaluation, and/or monitoring of audits, inspections, or management or internal control reviews. Resolves audit or inspection activities for projects for which responsible. Performs the duties of contracting officer's representative (COR) or government technical monitor (GTM), as required, in accordance with the Foreign Affairs Handbook, or provides technical guidance and advice sufficient to enable others to effectively perform COR or GTM duties. D. MINIMUM QUALIFICATIONS • U.S. citizen, eligible for a Top Secret State Department security clearance. • Extensive experience in the project management field, including mastery of concepts, principles, laws and regulations associated with the broad areas of international relations, particularly as it relates to the development and implementation of post conflict and emerging development programs. One year of this experience must be equivalent to the GS-12 level in the federal service. • Understanding of contract administration principles, regulations and procedures, including US Federal Acquisition Regulations (FAR), DOS Acquisition Regulations, and commercial procurement procedures. • Ability to communicate effectively, orally and in writing, as well as the ability to interact with individuals at all levels. • Ability to multi-task, working on and bearing responsibility for several simultaneous in country projects while keeping the overall program and bureau goals in perspective. • Ability to operate both independently and as part of a team as an effective team member. • Skill in using word processing, spreadsheet, and data base computer applications. Significant Microsoft Excel experience and expertise is required. E. EVALUATION CRITERIA Factor 1 Offeror's ability to manage complex, multifaceted international projects. E.g. determine needs, define goals and develop work plans for multi-billion dollar projects, and as part professional team, carry out the full range of responsibilities form inception to completion. (20 Points) Factor 2 Offeror's ability to work with public and private contracting or consulting firms, in analyzing project needs, defining project scope, and in determining schedule and budget required to complete the project. (20 Points) Factor 3 Offeror's ability to develop the DOS' negotiation stance and to coordinate as a necessary, with contracting firms, as well as with DOS and other USG agencies and organizations involved in the project, determining the contracting method most appropriate for the particular project to be completed. Also, ability to prepare all required documentation to support the Department's position and to analyze all documents related to the contract prior to making final recommendations to senior DOS officials. (20 Points) Factor 4 Offeror's ability to write and speak effectively, in order to effectively and skillfully negotiate with senior government and industry officials, and be adept in presenting positions in written form. (20 Points) Factor 5 Offeror's skill in interacting with other professionals and support personnel in order to provide guidance and assistance: and the ability to make on the spot decisions involving large amounts of money and to make insightful and effective recommendations to senior management on project implementation issues which affect the post-conflict programs. (20 Points) F. COMPENSATION For award, INL will negotiate for this contract based on the following: • Entry-level salary is at Step 1 of the grade range assigned to solicitation • Consideration given for experience relevant specifically to the solicitation requirements • Level and extent of experience dictates the salary level within the grade range G. ETHICS REQUIREMENTS This solicitation may result in the award of one or more personal services contracts as defined in FAR 2.101. Prior to contract award, all offerors or quoters must advise the congnizant Contracting Officer if they have personal conflict or interest, such as a financial convlict, that would prevent them from either meeting the requirements of the clause entitled, "Post-Award Ethical Responsibilities of Personal Services Contractors", or otherwise objectively performing their contractual duties upon contract award. "Post-Award Ethical Responsibilities of Personal Services Contractor" - This is a personal services contract as defined in FAR2.101. The contractor shall be subject to the same ethical requirements and responsibilities as a member of the Civil Service or Foreign Service, including but not limited to the Standards of Ethical Conduct for Employees of the Executive Branch, 5CFR part 2635 and employee Responsibiliies Abroad, 3 FAM 4120. The contractor is required to complete and file the appropriate financial disclosure form, either form OGE-450, Confidential Financial Disclosure Report, or form OGE 278, Public Financial Disclosure Report, with the Department of State Ethics Office (L/Ethics) within thirty (30) days of the contract award if the position is one designated for filing. H.
