- This announcement constitutes a Pre-solicitation notice (synopsis) in accordance with FAR Subpart 5.2. The U.S. Army Corps of Engineers, Honolulu District hereby announces its intent to issue a solication entitled "FY13 MCA PN 76903 Combat Aviation Brigade (CAB) Complex, Phase 2, Wheeler Army Airfield, Oahu, Hawaii," as described within this announcement. The Government intends to issue a formal solicitation via a Request for Proposals (RFP) in accordance with FAR 15, which will follow this announcement and will take place no sooner than 15 days from the publication of this announcement. S olicitation plans and specifications will be made available for viewing and/or downloading on the Federal Business Opportunities (FedBizOpps) website located at https://www.fbo.gov/ on or about November 7, 2012. Solicitation documents will not be issued on compact disc (CD) unless the Government determines that it is necessary. It is the offeror's responsibility to check for any posted changes to the solicitation. Offerors must have and/or maintain an active registration with the System for Award Management (SAM) website. To register in SAM, go to http://www.sam.gov. All offerors are encouraged to visit the FedBizOpps website to view other business opportunities. The Government intends to solicit this requirement as an unrestricted procurement. The North American Industry Classification code (NAICS) for this requirement is 236220. The small business size standard for this NAICS code is $33.5M average annual revenue. The Government intends to award a firm-fixed contract as a result of this solicitation. Project Description: " FY13 MCA PN 76903 Combat Aviation Brigade (CAB) Complex, Phase 2, Wheeler Army Airfield, Oahu, Hawaii " This design-build project will provide facilities to support the 25 th Infantry Division Combat Aviation Brigade (CAB) stationed at Wheeler Army Airfield, Hawaii. This project requires construction of standard design barracks to accommodate 404 Soldiers for a CAB complex. Primary facilities include the barracks, Central Plan, building information systems, fire protection and alarm systems, and Energy Monitoring Control Systems (EMCS) connection. Sustainability/Energy measures will be provided. Supporting facilities include site development, utilities and connections, lighting paving, parking, walks, curbs, and gutters, storm drainage, information systems, landscaping and signage. Air conditioning will be provided by the Central Plant. LEED Silver certification is required. Project magnitude is $25,000,000 to $100,000,000. This is a 2-Phase Design-Build solicitation process. Phase 1 will require offerors to submit the following information for evaluation by the Government: Specialized Experience; Past Performance; Organization; Phase 2 will require offers to submit the following information for evaluation by the Government: Design Technical; Remaining Performance Capability; Utilization of Small Business Concerns, Price & Pro Forma Information.
