- Solicitation Number: FA9302-13-M-L003 Notice Type: Special Notice Synopsis: Notice of Contract Action for a Sole Source Procurement SUBJECT: NOTICE OF INTENT TO AWARD A SOLE SOURCE PROCUREMENT FOR SUPPLIES AND SERVICES needed to instruct USAF TPS students on the flying qualities of a Zeppelin. DESC: INTENT TO AWARD A SOLE SOURCE PROCUREMENT, AIRSHIP VENTURE, INC. The Air Force, Edwards Air Force Base, CA intends to award a Sole Source lease order to Airship Venture Inc, NASA Research Park BLDG 156, Mountain View, CA 94035 USA. The Sole Source purchase will be for supplies and services for flight instruction of zeppelin aircraft. The items and services to be provided are commercial, according to FAR 2.101 and described below. Description of Requirement: This year long requirement is for the contractor to provide, provide airship and flight crew with the ability to instruct students on the flying qualities of the Zeppelin; in flight instruction, briefings, all management, personnel, tools, vehicles, equipment, and labor necessary to support the USAF Test Pilot School's (TPS) Qualitative Evaluation (QE) Program at Edwards Air Force Base (EAFB) or a location within 150 driving miles of EAFB. The contractor shall perform all requirements; obtain all permits and licenses in accordance to all applicable federal, state, and local guidelines. See attached SOW dated 10 October 2012 Please note that this is not a request for competitive proposals. However, all interested parties who believe they can meet the requirements are invited to submit in writing complete information describing their ability to provide the items above. A determination by the Air Force not to open the requirement to open competition, based on response to this notice, is solely within the discretion of the Air Force. If the office has not received any affirmative written responses by Close of Business (COB), 22 October 2010, a Sole Source purchase order will be pursued with Airship Venture, Inc.
