Description
DESCRIPTION: IDIQ to procure research, development, and engineering services in support of development and testing of applied HRO research ideas to find new and better ways to implement the HRO practices to improve reliability. Research and project needs in the fields of HRO; engineering sciences and applications; advanced manufacturing operations; advanced fabrication processes; materials and process science; theory, modeling and simulation of engineering and production systems; and logistics and distribution excellence to support high reliability operations for high hazard endeavors and to chart out the steps necessary in creating a High Reliability Organization to support them. Qualified personnel will have knowledge of a physical science such as Geology, biology, Chemistry, or Physics. Qualified personnel will also have engineering disciplines such as Mechanical, Electrical, Civil, Environmental, Industrial, or Chemical Petroleum or computer information systems and technology. Work scope will consist of planning and carrying out details of assigned projects and programs and preparation of summary reports covering the results of the work performed including recommendations. It will also require the initiation and development of new methods and procedures in support of assigned engineering, scientific, or administrative duties and may plan and/or conduct statistical studies. BACKGROUND: Babcock & Wilcox Technical Services Pantex LLC (B&W Pantex) is the Management and Operating Contractor for the U. S. Department of Energy Pantex Plant located seventeen miles from Amarillo, Texas. PURPOSE: This is to request companies/universities that have the capability, knowledge and qualified staff to provide research, development and engineering services to support a High Reliability Organization strategy. SCHEDULE: Individual releases will be issued under the IDIQ describing the work to be performed. After receiving the release, the contractor will submit a cost estimate, technical approach and schedule to perform the work described. SMALL BUSINESS PARTICIPATION This project is not being solicited as a small business set aside. This is an unrestricted procurement.
