- Solicitation and Drawings The Philadelphia District of the U.S. Army Corps of Engineers (USACE) intends to initiate a Request for Quote (RFQ) to provide labor, materials, and service to drydock and repair the Buoy Tender Dolphin II. The vessel is currently stationed at the USACE Delaware/Chesapeake Canal facility. The vessel will be located in Chesapeake City, MD and an applicable rate of $11.72 per nautical mile will be used to calculate the delivery cost estimate from the vessel's location to each of the respondent's sites, and added to the total individual quote to determine the overall lowest actual price. The Buoy Tender Dolphin II has the following principal dimensions: Overall Length 45 feet-3.5 inches Overall Beam 14 feet-9 inches Molded Depth (amidship) 8 feet-0 inches Displacement (loaded) 30.7 long tons Draft 3 feet-0 inches The vessel's primary mission is Buoy Recovery from the Delaware/Chesapeake Canal. The major scope of work includes: • Drydocking and Launching the Vessel • Cleaning and Painting the Exterior of the Vessel • Replace Zinc Anodes • Sandblast Prime and Paint Hull and Main Deck The acquisition will be solicited using the Acquisition of Commercial Items procurement process prescribed in part 12 of the Federal Acquisition Regulations (FAR). The RFQ is intended to be issued on or about 18 October 2012. Bids will be due on or about 1 November 2012 by 1300 hours (EDT) 1 PM. Period of performance for the contract, including delivery, will be 26 days after the award of the contract and Notice to Proceed is given. Liquidated Damages will be included with this acquisition. Bonding will not be required. The NAICS code is 336611 and the size standard is 1,000 employees. Prior to the award of any contract under this solicitation the successful Offeror may be required to enter into a "Master Agreement for Repair and Alteration of Vessels". Offerors that have entered into this agreement prior to this solicitation need not comply with this requirement. The Request for Quote (RFQ) number W912BU-13-T-0001will be available on or about 18 October 2012 with a closing date on or about 1 November 2012 at 1300 hours (EDT). Hard copies will not be available and telephonic, written or fax requests will not be accepted. The official media for distribution of this RFQ is the web. Contractors may download the solicitation (including any drawings) and any amendments via the Federal Business Opportunities (FedBizOps) web site at www.fbo.gov, on or after the issue date. It is the Offerors responsibility to monitor the FedBizOps web site for any amendments. Interested firms must register at FedBizOps in order to access the solicitation. Offerors are responsible for printing copies of the RFQ and any amendments. All Quotations are to be delivered to: U.S. Army Corps of Engineers CENAP-CT-S, Wanamaker Building, Room 643, 100 Penn Square East, Philadelphia, PA 19107-3390, ATTN: Robert Hutcheon. Electronic submission via e-mail or fax is not acceptable. All Bids are due on 1 November 2012 by 1300 hours (EDT). All contractors are required to be registered in the System of Award Management (SAM) before award as required by DFARS 204.7300(Dev.). Information on getting registered may be obtained by accessing the SAM website at www.sam.gov. Instructions will be included in the solicitation. Also, firms who receive a Federal contract in excess of $25,000.00 are required by legislation to submit an annual VETS-100/VETS 100A Report on your employment of targeted veterans. Information on submitting your report may be obtained by accessing the following internet web site: http://www.dol.gov/vets/programs/fcp/main.htm. Signed copies of all published amendments are required as part of the Request for Quote Package. Submissions without all signed amendments will be considered non-responsive and will not be considered.
