- This is a NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT. The Army Contracting Command Aberdeen Proving Ground, Tenant Contracting Division, 4118 Susquehanna Avenue, Aberdeen Proving Ground MD 21005 has a requirement to procure MSD Custom Bio Kits, in support of the Edgewood Chemical Biological Center (ECBC) Environmental Monitoring Laboratory (EML), located at Aberdeen Proving Ground, Maryland. CLIN 0001: MSD Bio Kit B, Anthracis, Part Number R99XX-1 CLIN 0002: MSD Bio Kit Neurotoxin A, Part Number R99XX-1 CLIN 0003: MSD Bio Kit F. Tularensis, Part Number R99XX-1 CLIN 0004: MSD Bio Kit Ricin, Part Number R99XX-1 CLIN 0005: MSD Bio Kit Staphylococcol Enterotoxin B (SEB), Part Number R99XX-1 CLIN 0006: MSD Bio Kit Vaccinia, Part Number R99XX-1 CLIN 0007: MSD Bio Kit Y. Pestis, Part Number R99XX-1 CLIN 0008: MSD Bio Kit VEE, Part Number R99XX-1 CLIN 0009: MSD Bio Kit Q Fever, Part Number R99XX-1 CLIN 0010: MSD Bio Kit Brucella, Part Number R99XX-1 The Government intends to award a firm-fixed priced sole source contract to MESO SCALE Defense 9238 Gaither Road, Gaithersburg, MD 20877. ECBC requires reagents to detect biowarfare agents by electrochemiluminescence. An MSD ECL instrument, and assays specifically designed to be used in conjunction with the instrument, have been validated and is approved for use. Not obtaining this requirement for MSD assays and reagents on time will result in ECC's mission failure by failing to provide validated laboratory capabilities. In addition using an untested system for sample analysis is unacceptable under the ISO 17025 quality guidelines and would put ECBC at risk of losing its testing accreditation which would thus prevent ECBC from performing operations. The associated North America Industry Classification System (NAICS) Code is 334516 and the Business Size Standard is 500. All response received within 10 days after date of publication of this notice will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Interested persons may identify their interest and capability to respond to the requirement no later than 10:00 AM EST, October 31, 2012. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in future procurements.
