Description
The Wilmington VA Medical Center (WVAMC), Contracting Department intends to issue a Firm-Fixed Price Construction contract award to a Service Disabled Veteran Owned Small Business (SDVOSB). The Wilmington, Delaware VA Medical Center intends to issue a construction contract to completely renovate and expand Building 5. SPECIFICS: 1.The contractor will furnish all materials, equipment, supervision, and personnel necessary to accomplish the project as indicated on the drawings and in the specifications. The project will involve but not be limited to trades required for the complete interior renovation and expansion of Building 5, including, but not limited to, demolition of interiors, construction of exterior masonry walls, construction of interior partitions, ceilings, doors, finishes, HVAC, electrical, plumbing, fire protection and security systems. 2.Offices of Polt Design Group, Inc, as the project Architect/Engineer, have prepared drawings and specifications which are part of this SOW and are to be used for the completion of this project. 3.All employees of the general contractor and subcontractors shall comply with the VA security management program and obtain permission of the VA police, be identified by project and employer, and restricted from unauthorized access. 4.Prior to commencing work, the general contractor shall provide proof that an OSHA certified "competent person" (CP) (29 CFR 1926.20(b)(2) will maintain a presence at the work site whenever the general or subcontractors are present. 5.The general contractor shall establish and maintain a fire protection program in accordance with 29 CFR 1926. Prior to start of work, a protection plan detailing project-specific fire safety measures, including periodic status reports, and submit to COTR for review for compliance with contract requirements in accordance with Section 01 33 23, SHOP DRAWINGS, PRODUCT DATA AND SAMPLES. Offerors shall be required to submit both cost and technical proposals. The VA's evaluation of proposals will consider the offeror's technical proposal more important than the offeror's cost/price proposal. The applicable NAICS code is 236220. The size standard is $33,500,000.00. The FSC is Z2DZ - Repair/Alteration of Other Hospital Buildings. All responsible sources may submit a proposal, which will be considered by WVAMC, Contracting Department. Upon its release, the solicitation will be issued electronically and be available for downloading at http://www.fedbizopps.gov on or about 30 October 2012. A pre-bid meeting and site visit will be scheduled around November 12, 2012. Contractors are encouraged to read the entire solicitation and send questions to the Contracting Officer before the pre-bid meeting. The solicitation will be an Request for Proposal and will be issued as a 100% Service Disabled Veteran Owned Business set-aside. The closing date for the receipt of offers will be set forth in the RFP. Paper copies, faxed copies, or e-mail copies of the solicitation will not be provided. Interested parties are solely responsible for monitoring the above website for posting of the RFP and any amendments hereto. The Government will not pay for the information received. By submitting an offer, the offeror is self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency. Failure to do so may represent grounds for refusing to accept the offer. By submission of an offer, the contractor acknowledges the requirements that a prospective awardee must be registered in the System for Award Management, (SAM), database prior to award. Lack of registration in the SAM database will make a contractor ineligible for award. Contractors may obtain information on registration and annual confirmation requirements via the Internet at https://www.sam.gov/portal/public/SAM/.
