Description
ADDING CONTRACT DATA REQUIREMENTS LIST (CDRLS). THE FOLLOWING INFORMATION IS TO AMEND N68335-12-T-0330: Contract Data Requirements List: A001, Test/Inspection Reports, Production Test and Inspection Report A002, Test/Inspection Reports, Certificate of Compliance DELIVERY: Delivery should be 14 weeks ARO. Earlier delivery is encouraged. PRESERVATION, PACKING, AND PACKAGING: Preservation, Packing, and Packaging shall be in accordance with best commercial practice to ensure environmental and physical protection until safe arrival at destination. Packaging shall be identified with Contract No. / Customer Name & Phone Number INSPECTION, ACCEPTANCE: Inspection shall be at Source (Origin) Acceptance shall be at Source (Origin) Quality Letter of Instruction is required. The procuring activity shall issue a Quality Assurance Letter of Instruction (QALI) to the appropriate Administrating Contract Office instructing the authorized government Quality Assurance Representative as follows: a. Features/attributes/requirements classified as Critical on the drawing(s) or within the technical specification shall be inspected 100% b. Features/attributes/requirements classified as Major on the drawing(s) or within the technical specification shall be inspected using an AQL of 1.0 as defined by ANSI Z1.4 c. Minor features/attributes/requirements shall be per the NSEO QAR's established procedures. d. The NSEO QAR will invoke government source inspection via delegation for all work on Critical and Major features/attributes/requirements performed by sub-contractors which cannot be verified upon receipt by the prime contractor. Quality Assurance Standard: Higher Level Quality program per FAR 52.246-11 and Standard Quality program per FAR 52.246-2. If the company has manufactured this item before, the First Article Testing can be waived and also the Pre-Award Survey. The Post-Award Survey will be mandatory. NAVAIR option to witness final inspection is required and will be as follows: The solicitation/contract shall contain the NAWCADLKE inspection surveillance clause as follows: a. Because of the critical nature of this material, a representative of the Naval Air Warfare Center Aircraft Division Lakehurst (NAWCADLKE) is available to furnish technical assistance on Quality Assurance (QA) matters and shall have the option of conducting QA surveillance for the first lot produced under this contract (and all subsequent lots if necessary). This requirement will be performed in conjunction with the Naval Special Emphasis Organization (NSEO) Quality Assurance Representative (QAR) of the cognizant Defense Contract Management Command and does not abrogate the authority or responsibility of the designated NSEO QAR. The contractor agrees to notify, in writing, the supervisor of the NAWC QA section Code, 4.8.8.8, Lakehurst, NJ 08733-5035 and the PCO when the material is scheduled to be presented to the DCMC NSEO QAR for Government inspection and acceptance. This notice shall afford the NAWCADLKE QA representative the option of being present during the inspection. Notification to NAWC may be provided via telephone (732)-323-7504 immediately followed by written conformation, or via facsimile transmission (FAX 732-323-1381). A minimum of fourteen (14) working days is required to arrange the surveillance visit. Notification shall include the following information: Company Name, Cage Code, Phone number, Fax number, Contract number, Point of Contact, Part Nomenclature, Part Number, NIIN, Type of Inspection, and Quantity of parts. Configuration control in accordance with MIL-STD-973 is required. The approval authority for all major and minor waivers and deviations shall be NAWCADLKE Code 4.8.2. NAVAIR specified Quality Conformance Inspection Plan with sampling rates is required. The Contractor shall perform Quality Conformance and Lot Sampling Inspection for all associated features that are present in the drawings and specifications: a. Features/attributes/requirements classified as Critical and Major on the drawing(s) or within the technical specification shall be inspected 100%; b. Unless otherwise specified, attributes for plating, hardness, and non-destructive testing shall be inspected 100%; c. Class 3 Threads, dimensions, and geometric feature controls with a tolerance range of.010 or less shall be inspected using an AQL of 1.5 and the General Inspection Level II as defined by ANSI Z1.4 d. Minor Characteristics: Sampling rate determined by contractor subject to NSEO QAR approval. The material covered in this contract/purchase order will be used in a crucial shipboard system supporting the launch and /or recover of aircraft. The use of incorrect or defective material would create a high probability of failure resulitng in a serious personnel injury, loss of life, loss of vital shipbaord systems, or loss of aircraft. Therefore, the material has been designated as Critical Safety Item (CSI) material and special control procedures are invoked to ensure receipt of correct material. Data Deliverables, DD1423 Contract Data Requirements Lists, are required. See attached Contract Data Requirements List (CDRL's). Certificate of Quality Compliance is required. Unique Requirements: Contractor will idenfy the REI/TDR Number in any contract that results from using this TDR. For example, using the following statement: "In support and preparation of this solicitation/contract for this ALRE item, RDR No. 12-17007 Rev A was used." All records pertaining to ALRE CSI/CAI manufacture and inspection/test shall be maintained by the manufacturer for a period of seven years after product delivery. STATEMENT OF WORK A92791-11-3000 REVISION 44 IN "DOCUMENTS" BLOCK, DISREGARD MPR 42 AND MPR 41 FOR THIS (CSI) PROCUREMENT. IN NOTE 2, NAWC CAGE CODE-PART NUMBER (SUPERSEDING "PART NUMBER") AND ADD: IN ACCORDANCE WITH SAE AS478. IF PART IS SUPPLIED AS PART OF AN ASSEMBLY, IDENTIFICATION IS NOT REQUIRED ADD THE FOLLOWING NOTE TO THE DRAWING: PROCURING ACTIVITY TAKE NOTE: TO ENSURE ACQUIRING ACTIVITY HAS THE LATEST DRAWING REVISION, SPECIFICATIONS AND QUALITY ASSURANCE REQUIREMENTS, A TECHNICAL DRAWING REVIEW (TDR) IS REQUIRED PRIOR TO PROCUREMENT. THE REQUEST FOR TDR SHALL BE FORWARDED VIA EMAIL TO TDRREI@NAVY.MIL. THE TDR WILL BE PROCESSED IN A MAXIMUM OF THIRTY (30) DAYS. NOTE 1: RELIABILITY AND MAINTAINABILITY EVALUATIONS ARE NOT REQUIRED UNDER THIS CONTRACT. QUALITY ASSURANCE CONTROL, SPECIFIED HEREIN, OF MANUFACTURING, ASSEMBLY AND TESTS IN ACCORDANCE WITH DRAWINGS AND SPECIFICATIONS SPECIFIED HEREIN, THE SAME USED FOR EXISTING EQUIPMENT, WILL ENSURE THE SAME SATISFACTORY RELIABILITY AND MAINTAINABILITY FOR EQUIPMENT PROCURED UNDER THIS CONTRACT. NOTE 2: SECTION 326 OF THE 1993 DEFENSE AUTHORIZATION ACT PLACES RESTRICTIONS ON THE USE OF CLASS I OZONE DEPLETING SUBSTANCES (ODS). UNTIL SUCH TIME AS THESE CLASS I ODS'S ARE ELIMINATED FROM MILITARY DRAWINGS AND SPECIFICATIONS (INCLUDING SECOND TIER, I.E., THOSE SPECIFICATIONS LISTED IN THE SPECIFICATIONS LISTED ON THE DRAWINGS), THE FOLLOWING SHALL APPLY: 1. THE CONTRACTOR SHALL USE A GOVERNMENT APPROVED NON-OZONE DEPLETING SUBSTANCE. 2. IF A GOVERNMENT APPROVED NON-OZONE DEPLETING SUBSTANCE IS UNKNOWN/UNAVAILABLE, THE CONTRACTOR SHALL CONTACT 4.8.1.4 AT NAWCAD LAKEHURST FOR AN ACCEPTABLE SUBSTITUTE, AN ALTERNATE PROCESS OR A WAIVER OF THE REQUIREMENT. The drawings involved are available under separate cover and they are Export Controlled. All requests for copies of these drawings must contain a certified copy of DD Form 2345, Military Critical Technical Data Agreement. To obtain certification, contact Defense Logistics Information Service at (800)352-3572 or www.dlis.dla.mil/jcp/documents.him. The certified DD2345 shall be sent Debbie Dewyea at fax 732-323-7192 or email to deborah.dewyea@navy.mil to obtain all the applicable specifications. Also, all vendors must be registered in the Central Contract Registration (CCR) Database. The internet website is http://www.ccr.dlsc.dla.mil/ccringq or www.ccr.gov. It is mandatory to register with the CCR as your Duns Number(Data Universal Numbering System) and your CAGE (Commercial and Government Entity) code will be required to conduct business with the Department of Defense. In addition, all invoices will be electronically submitted in the Wide Area Work Flow(WAWF); information available in FAR Clauses 252.232-7003 & 252.232-7006.
