Description
THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This is not a solicitation announcement. The purpose of this synopsis is to gain knowledge of interest, capabilities and qualifications of various companies. It is not to be construed as a commitment by the Government. A Contract will not be awarded as a result of this Sources Sought Notice. Since this is a Sources Sought announcement, no evaluation letters and/or results will be issued to the respondents. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow up information requests. Failure to respond will not in any way prevent a potential offeror from participation in future solicitations. The purpose of this RFI is to conduct market research on the subject of Operational and Maintenance Support Services for the Momentum Financials® System. All information provided will be given consideration and may influence the development of future proposal requests. Mission: GSA's mission is to provide innovative solutions for our customers in support of their missions and by so doing foster an effective, sustainable, and transparent government for the American people. GSA consists of the Federal Acquisition Service (FAS), the Public Buildings Service (PBS), and various Staff Offices. Eleven Regional Offices extend GSA's outreach to federal customers nationwide. Additionally, the GSA Federal Integrated Solutions Center (FISC) was designated as a Shared Service Provider (SSP) for the Office of Management and Budget's (OMB) Financial Management Line of Business (FM LoB) initiative under the President's Management Agenda as one of four lines of business defined in the Federal Enterprise Architecture (FEA). GSA's Office of the Chief Financial Officer (OCFO), Office of Financial Management Systems (OFMS) strives to provide the best, most cost-effective, secure financial systems platform in the Federal government. An integral component of this mission is the need to develop and sustain an effective system of internal controls designed and implemented to ensure the confidentiality, integrity, and availability of OCFO-managed systems, consistent with Federal financial system requirements, Federal accounting standards, and transactional accounting guidelines. OFMS' value proposition is to provide timely and high-quality professional financial systems support to internal and external clients, enabling them to focus on accomplishing their core missions. OFMS is responsible for addressing financial systems-related requirements, such as transaction processing, financial data management, reporting, and financial systems security. Description: The OCFO provides financial services to internal GSA divisions and as a SSP to other agencies in the Federal community. GSA operates and competes against other SSPs, and the private sector. The OCFO integrated enterprise financial management system solution utilizes Momentum Financials®. The implementation of Momentum Financials®, which replaced the core accounting functionality of the National Electronic Accounting and Reporting (NEAR) system, is referred to as Pegasys. Pegasys has been GSA's financial system of record since 2002. The GSA is seeking Operations and Maintenance (O&M) support for Momentum Financials® also known as Pegasys. • Technical Support • Implementation of new Interfaces. Interfaces may include  Form Imports using the standard Momentum® process.  Reference Data Imports to facilitate mass uploads to Momentum® non-transactional tables and reduce manual intervention.  Service Oriented Architecture (SOA) interfaces using the Momentum® exposed Web Services • Implementation of New Reports and Major Modifications to Existing Reports using the open source Eclipse-based reporting system BIRT (Business Intelligence Reporting Tool) • Implementation of New Momentum Financials® Modules • Provide Operations and Maintenance (O&M) Support (Production Support) • Functional Support • Provide Testing and Support for Minor and Major Software Upgrades • Provide Testing and Support for New Interfaces (Reference Technical Support Section for definition) • Provide Testing and Support for New Reports and Major Modifications to Existing Reports (Reference Technical Support Section for definition) • Provide Testing and Support for New Momentum Financials® Modules • Provide Operations and Maintenance (O&M) Support (Production Support)  Including Testing of Bug Fixes • Support and Reporting • Support  Provide Daily On-Site Support for O&M Activities between the hours of 8:00 am to 4:30 pm  Provide After Hours Support as needed for critical aborts and unforeseen emergencies after normal business hours • Utilize Rational Tools  to track and manage GSA Support Requests  to follow the GSA change management process • Communicate required bug fixes to GSA and CGI for prioritization and inclusion into the GSA and baseline version of Momentum Financials® • Project Management  Provide GSA with Project Plans and SDLC artifacts for all projects • Provide Weekly and Monthly Status Reports • Attend Weekly Status Meetings Requirements: The Offeror is required to submit a response that includes the following: (1) Background description of your company (2) Relevant Financial Management and Momentum Financials® Experience Summary (3) Past Performance Summary - indicating the past success of your company in providing all services described in the description. Please include references and contact information of any client that can verify your success. (4) Capability Statement - indicating how your company will be able to provide all services described in the description. Answer YES/NO to Questions below One through Six: (1) Do you have experience with development and implementation services for reports, interfaces that support the integration of financial management data, the standardization of applications, and the enhancement of information integrity? (2) Did you have experience with the following Momentum Financials® Modules? (Answer Yes or No for each bullet) • Momentum® Accounts Payable • Momentum® Automated Disbursements • Momentum® Budget Execution • Momentum® External Reports • Momentum® General Ledger/Cost Allocation • Momentum® Project Cost Accounting • Momentum® Purchasing/Credit Card • Momentum® Planning • Momentum® Vendor Self-Service • Momentum® Central Contractor Registry (CCR) Connector/Vendor • Momentum® General Systems/Security • Momentum® Lease Management • Momentum® Fixed Assets • Momentum® Accounts Receivable • Momentum® Billing (3) Did you provide application system operations and maintenance to ensure that the system operates without error? (4) Did you provide Technical Support for Momentum Financials® by doing the following? (Answer Yes or No for each bullet) • Implementation of New Interfaces. Responses must address relevant experience, business size and NAIC code and capability statement. Responses must also indicate business capability to perform the proposed services identified above. Capability Statements are to be limited to 20 pages (minimum font size 12). You are not to submit brochures and marketing materials, and any such material will be discarded. Large and Small Business Concerns are invited to identify their interest, technical capability, and respond to this Source Sought Notice within 22 calendar days, by 3:00 PM, November 13, 2012.
