Description
The Robley Rex VA Medical Center in Louisville, Kentucky has a requirement for an Architectural/Engineering firm to provide design services to support the installation and commissioning of this HVAC system (HVAC unit: supply, return and exhaust system) for the computer room, located in the south wing of the eighth floor at Robley Rex VAMC in Louisville, Kentucky. Also, included are any phasing, coordination or support services necessary to keep the IMS department operating during the construction phase of this project. This design is to comply with all VA specifications and bring this area into compliance with the current VA HVAC requirements as outlined in the most current VA HVAC Design Manual for new construction and comply with equipment requirements as defined by the equipment manufacturer. This HVAC system shall be complete, coordinated, and technically correct. It shall be fully integrated with the existing HVAC monitoring and control system. In addition, this HVAC system shall be safe, easily accessible for repairs and maintenance, energy efficient, and in compliance with the prescribed noise and vibration levels. This contract will entail investigating multiple design concepts. Construction phase E/A services will be provided under this contract. This requirement is being set-aside for Service Disabled Veteran Owned Small Business concerns in accordance with 38 U.S.C. 8127(d). NAICS code 541310 is applicable to this requirement. The small business size standard is $7.0M. This requirement will be procured in accordance with the Brooks Act of 1974 and FAR 36.6 "Architect-Engineer Services". In accordance with FAR 36.6 the three (3) most highly qualified AE firms will be short-listed for further evaluation and discussions held. Firms not short-listed will be notified that they have been excluded from further evaluation. Interested AE firms shall respond to this notice by Monday November 26, 2012. Submission shall include one (1) hard copy original SF 330 and four (4) electronic copies SF330 on compact discs in a "pdf" file format, indicating their capability to perform the work under this requirement. Selection criteria will be based on Professional qualifications, specialized experience and technical competence, capacity to accomplish the work in the required time, past performance on contracts with other government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules, location and knowledge of the general geographical area and locality of the project; acceptability under other appropriate evaluation criteria.
