- Attachment 2 Attachment 1 General Site Testing and Inspection Services to be performed at the Savannah River Site (SRS), located approximately 20 miles outside of Aiken, SC. See www.srs.gov for additional information about SRS and Savannah River Nuclear Solutions. Required tests to be performed are listed in the attachments to this Sources Sought notice. Some equipment required to perform the required tests will be provided by Savannah River Nuclear Solutions (SRNS) who has a DOE prime contract to manage and operate various operations at SRS. SRNS anticipates the award of a Time & Material subcontract, which will be governed by the Service Contract Act. The subcontract will contain a series of labor categories, each having fixed hourly labor rates for both straight time hours and overtime hours rendered. Any required travel will be reimbursed separately at cost. Interested parties must have or be capable of developing a QA program that complies with all applicable sections of ASME NQA-1 2008/2009 Addenda, inclusive of Part II, Sub-parts 2.5 (required to meet ASTM E329, C1077 and D3740), 2.4, 2.8 and 2.15. The General Site Testing Services must be compliant with all applicable health, safety and environmental requirements of 10 CFR 851. SRNS will provide the use of various testing facilities at SRS. The Subcontractor shall be responsible for the operation of the existing on-site testing laboratory, inventory and control of Government equipment. SRNS will provide mandatory protective clothing for any work in a radiological controlled area. The Subcontractor will be required to provide these testing and inspection services in support of various shift operations at SRS. The Subcontractor shall provide a Radiation SAfety Program controlled by the Subcontractor's Radiation Safety Officer. The Subcontractor will be required to secure a South Carolina Radioactive Material License prior to mobilizing. The Subcontractor shall evaluate radiographic film and digital radiographic images for Code quality acceptability. The anticipated subcontract period of performance will be 5 years. Subcontractor personnel performing testing activities shall be qualified and certified in accordance with the Subcontractor's QA Program and NQA-1 2008/2009 addenda and ASNT-TC-1A-2006 requirements. Interested parties are to respond to this notice with an expression of interest that includes a statement of qualifications and discussion of prior work performed that is similar to the General Site Testing described herein. SRNS intends to develop a list of suppliers to be solicited based on a determination of the most qualified firms that submitted expressions of interest.
