Description
The Lexington VA Medical Center located at 2250 Leestown Road in Lexington, Kentucky has a requirement for an Architectural/Engineering firm to provide design services for project#596A4-12-101, AE Design Improvements & Repairs. The intent of this project is to completely analyze the site lighting for conformance to current VA security and safety standards. It is anticipated that the design and construction will replace existing lighting, and add new lighting in various locations to meet the requirements. This project will also add a handicapped accessible ramp and walk from the street level to the Clinical Addition (Building 1A) main entrance, correct landscaping and drainage issues, repair deteriorated sidewalks, connect exposed stormwater drains to underground system, and replace and increase main building entry lighting. The project will correct Facility Condition Assessment (FCA) deficiencies for the following Site record items: Rec #Bldg #SystemSub SystemDescription 49966SiteElectricalSite LightingReplace and increase main building entry lighting level. 114649SiteAccessLandscapingRegrade along East side of building for positive drainage. Project design shall clearly show work required, phasing of work required, and instructions to construction contractor regarding how to accomplish the necessary renovations in a 24/7 medical environment taking into consideration demolition, dust control, infection control, and specialized facility requirements as discussed with VA staff. Also included will be limitations, e.g. work required to be completed outside of standard administrative hours, work limited to periods shorter than a single shift, etc., for specific locations in the project. Bid deductions will be built into the scope of work of the project to allow for flexibility in construction award. The contract performance period is 165 calendar days from receipt of Notice To Proceed. ? THIS IS NOT A FORMAL REQUEST FOR PROPOSAL. INTERESTED FIRMS MUST SUBMIT QUALIFICATIONS VIA THE SF330. This requirement is being set-aside for Service Disabled Veteran Owned Small Business concerns in accordance with 38 U.S.C. 8127(d). NAICS code 541310 is applicable to this requirement. The small business size standard is $7.0M. This requirement will be procured in accordance with the Brooks Act of 1974 and FAR 36.6 "Architect-Engineer Services". In accordance with FAR 36.6 the three (3) most highly qualified AE firms will be short-listed for further evaluation and discussions held. Firms not short-listed will be notified that they have been excluded from further evaluation. Interested AE firms shall respond to this notice by Monday November 26, 2012. Submission shall include one (1) hard copy original SF 330 and four (4) electronic copies of the SF 330 on compact discs in a "pdf" file format, indicating their capability to perform the work under this requirement. Selection criteria will be based on Professional qualifications, specialized experience and technical competence, capacity to accomplish the work in the required time, past performance on contracts with other government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules, location and knowledge of the general geographical area and locality of the project; acceptability under other appropriate evaluation criteria.
