Description
The U.S. Army Contracting Command Aberdeen Proving Ground - Belvoir Division, on behalf of Project Manager Ground Systems (PM GS) intends to negotiate with Raytheon, Inc., McKinney, TX 75070-0801, to comply with a Congressional mandate as stated in Assistant Secretary of the Army Acquisition, Logistics, and Technology ASA(ALT) memo dated 12 March 2012, to extend Abrams tank production through June 2014. It is the intent of the Army to negotiate a sole source hybrid Firm Fixed Price /Cost Plus Fixed Fee Indefinite Delivery/Indefinite Quantity contract to purchase repair and refurbishment of Azimuth (AZ) Drive Assemblies for the Horizontal Technology Integration (HTI) Second Generation Forward Looking Infrared (SGF) Commander's Independent Thermal Viewer (CITV). The HTI SGF Program includes production of CITVs, a platform-unique component that is currently used on the M1A2 and M1A2 SEP Abrams Tanks. The CITV provides critical Warfighter capabilities to detect enemy threats and improves situational awareness. The AZ drive assembly refurbishment and repair is needed to upgrade the M1A1 Abrams Tank to an M1A2 SEP Abrams Tank. The resulting contract will allow twenty-four months for ordering refurbishment and repair of up to forty-four CITV AZ drive assemblies. Initial deliveries will be required to begin in May 2013. It has been determined that Raytheon, Inc. is the "Only One Responsible Source and no other Supplies or Services will satisfy Agency Requirements." The statutory authority for other than full and open competition is 10 U.S.C. 2304(c)(1); Only One Responsible Source and no Other Supplies or Services will Satisfy Agency Requirements. Raytheon who is the only source capable of refurbishing and repairing the required Commander's Independent Thermal Viewer Azimuth (CITV AZ) Drive Assemblies. Raytheon holds the patent on the Shock Isolator (patent number 5280889, a critical component within the CITV AZ Drive Assembly. The Government possesses the specification and drawings for the CITV AZ Drive Assemblies except for the Shock Isolator Assembly in which Raytheon holds the patent. The estimated period of performance is twenty-four (24) months. This notice of intent is not a request for proposals. However, all responsible sources may identify their interest and capability to respond to submit a proposal and meet the requirements. Any contractor who believes they have the capability to perform this effort and wishes to sumbit a proposal shall submit a whitepaper no later than close of business on 6 November 2012. Responses shall be no longer than ten (10) pages and shall be in a Microsoft Word compatible format and shall fully document your capability to meet the requirements within the stated period of performance. A response that merely requests a copy of resulting RFP is not considered sufficient or responsive. All responses and requests for further information shall be submitted via email to the Contract Specialist, Tony D. Adams at tony.d.adams10.civ@mail.mil. Telephone requests for additional information will not be honored. Acknowledgement of receipt will be issued. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
