Description
The purpose of this Pre-Solicitation Notice is to notify that the U.S. Agency for International Development (USAID) Mission to Georgia intends to award a five-year Indefinite Delivery Contract through a total small business set-aside by issuing a Request for Proposal (RFP) for the Mission Evaluation Mechanism. The purpose of the IQC is to provide the Mission with the services of conducting external/independent performance and impact evaluations through individual task orders. The contractor must provide services to enable USAID/Caucasus to plan and implement high quality evaluations that will generate answers to management questions on the validity of development hypotheses, unintended impacts, expected progress, stakeholder needs, and lessons learned. The contractor shall also provide services to plan and implement assessments when needed to define the future directions of USAID’s assistance to Georgia. Evaluations must use methods that generate the highest quality and most credible evidence that corresponds to the questions being asked, taking into consideration time, budget, and other practical considerations. As part of the application package, the offeror will also be required to submit a proposal for the first task order which has been identified as the following: Performance Evaluations of Access to Mechanization (AMP) Project and the Economic Prosperity Initiative (EPI) Project. This is an end-of-project evaluation for AMP and a mid-term evaluation for EPI. The evaluations will be implemented by separate teams of relevant field and evaluation experts. The combined RFP for the IQC and task order is expected to be issued around October/November 2012 on: fedbizops.gov. When the RFP is issued, any amendments thereof will be posted at: www.fedbizopps.gov. Interested parties are advised to periodically monitor the above website for updates concerning this procurement. Prospective Offerors are advised that this procurement is subject to the availability of funds. This pre-solicitation notice in no way obligates USAID to award a contract nor does it commit USAID to pay any cost incurred in the preparation and submission of a proposal.
