Description
This amendment is hereby issued to incorporate the following changes as follows: Submission of quote has been extended to 10/29/2012, at 12:00 p.m PT. Delete Item 0001, estimated total of 1,500 gallons of off highway diesel per day for duration of the drilling efforts, and replace with Item 0001, 30,000 gallons of on road diesel fuel. The contractor shall provide fuel to two (2) bulk diesel tanks (approximately 1,000 gallons per tank) at the Burns Junction Guard Stations. Bulk tanks are to be topped off twice weekly or as needed for an estimated period of 60 days starting on November 1, 2012. The contractor shall dispense fuel into the appropriate tanks until tank level reaches rated capacity. Contractor equipment shall be clean and free from leaks. Smoking is not permitted while fuel dispensing operations are being performed. Measurement for payment: Payment shall be per gallon of diesel dispense in the bulks tanks. No separate payment will be made for fuel delivery to/from the fuel site. Add: (Hazardous materials: In the event of fuel spillage, the contractor shall promptly notify the COR. Cleanup efforts resulting from fuel spills due to the fault of the contractor shall be performed in accordance with the BLM hazardous materials regulations.) Delete: (The Contractor shall make deliveries of fuel to the staging sites each day. There will be 4 or 5 designated staging locations each evening within the vicinity map posted on www.fedconnect.net, under reference no. L13PS00009.) Delete: ( Item 0002, is for an estimated total of 100 gallons of highway diesel fuel and Item 3 for an estimated total of 100 gallons of highway gasoline to support various support vehicles. Fueling will not be needed daily for support vehicles but can be coordinated, if needed. The project is located in the Long Draw Fire Site in Malheur County, Oregon, North of McDermitt NV.) Replaced By: Fuel shall be delivered to Burns Junction Guard Stations, 4730 US 95 West, Jordan Valley, OR 97910 (Junction of Highway 78 and 95, 50 miles west of Jordan Valley, Oregon and 50 miles north of McDermitt, Nevada). Add Provision: ELECTRONIC INVOICING AND PAYMENT REQUIREMENTS - INTERNET PAYMENT PLATFORM (IPP) (SEP 2011), Payment requests must be submitted electronically through the U.S. Department of the Treasury's Internet Payment Platform System (IPP). "Payment request" means any request for contract financing payment or invoice payment by the Contractor. To constitute a proper invoice, the payment request must comply with the requirements identified in the applicable in the Prompt Payment clause included in the contract, or the clause 52.212-4 Contract Terms and Conditions - Commercial Items included in commercial item contracts. The IPP website address is: https://www.ipp.gov. Under this contract, the following documents are required to be submitted as an attachment to the IPP invoice: 1. Copy of Company Generated Invoice. 2. Substantiation Forms are to be submitted with progress payments only (Not applicable). 3. Release of Claims are to be submitted with the final payment only (Not applicable). The Contractor must use the IPP website to enroll, access and use IPP for submitting requests for payment. The Contractor Government Business Point of Contract (as listed in CCR) will receive enrollment instructions via email from the Federal Reserve Bank of Boston (FRBB) within 3-5 business days of the contract award date. Contractor assistance with enrollment can be obtained by contacting the IPP Production Helpdesk via email ippgroup@bos.frb.org or phone (866) 973-3131. If the Contractor is unable to comply with the requirement to use IPP for submitting invoices for payment, the Contractor must submit a waiver request in writing to the Contracting Officer with its proposal or quotation. Destination, 52.232-99 - Providing Accelerated Payment To Small Business Subcontractors (DEVIATION 2012-00014), The clause 52.252-6 - AUTHORIZED DEVIATIONS IN CLAUSES (APR 1984) (a) The use in this solicitation or contract of any Federal Acquisition Regulation (48 CFR Chapter 1) clause with an authorized deviation is indicated by the addition of "(DEVIATION)" after the date of the clause. (b) The use in this solicitation or contract of any Department of the Interior Acquisition Regulation (48 CFR Chapter 14) clause with an authorized deviation is indicated by the addition of "(DEVIATION)" after the name of the regulation (End of Clause).
