- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number W31P4Q-13-T-0014 is being issued as a request for a Firm Fixed Price quote; however, the US Army Aviation and Missile Command intends to issue a sole source contract to Fluke Electronics Corporation, 6920 Seaway Blvd, Everett, WA 98206-9090. Fluke Electronics Corporation is the only known supplier of the services required by this solicitation. The Authority Cited is: Statutory Authority permitting Other Than Full and Open Competition for this requirement is 10 USC 2304 (c)(1), as implemented by paragraphs 6.302-1 of the Federal Acquisition Regulation (FAR) entitled - Only one responsible source and no other supplies or services will satisfy agency requirements. CLIN 0001 will be issued for the repair and calibration of one each Multi-Calibrator, Model Number 5520A. The repair and calibration will restore the instrument to its original manufacturer's specifications. Fluke Electronics Corporation is the only known source with parts and proprietary knowledge to complete these tasks. Shipping costs shall is to destinations Redstone Arsenal, AL 35898. Estimated shipping timeframe and cost shall be included in quote; requested delivery date is on or before 05 December 2012. This action will be awarded on the basis of lowest cost and technically acceptable quote. All responsible sources may submit an offer, which shall be considered by the Agency, if received by 08 November 2012, 4:00 pm (CST). Any award resulting from this RFQ will be issued on Standard Form 1449 and will contain all clauses required by law, the Federal Acquisition Regulation (FAR), and the Defense Federal Acquisition Regulation Supplement (DFARS) as appropriate for the dollar value of the award. Provision 52.212-1, Instructions to Offerors - Commercial; Clause 52.212-4, Contract Terms and Conditions - Commercial Items; Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items; Clause 252.212-7001 Contract Terms and Conditions; Clause 52.232-7003, Army Electronic Invoicing Instructions and Electronic Submission of Payment Requests, via Wide Area Workflow (WAWF); and Clause 252.211-7003, Item Identification and Valuation for manufacturer provided serial numbers, are applicable to this acquisition. Other clauses may be included in the award if applicable. Quotes are due no later than 4:00 pm, (CST), 05 December 2012, in the contracting office, Building 5303, Room 33B060, Redstone Arsenal, Alabama, 35898-5280. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
