- This is a Sources Sought Notice (USAID-TRN-13-A) only. This is NOT a solicitation for proposals, proposal abstracts, or quotations. It shall not be construed as an obligation on the part of the U.S. Agency for International Development (USAID) to award any contract. The purpose of this notice is to obtain information regarding the availability and capability of qualified private sector sources for the performance of the described requirements, and to determine your size standard under the various North American Industry Classification System (NAICS) transport service industry codes: 481112, 481212, 481219, 483111. Your responses to the information requested will be used by the Government to determine whether there are additional sources for the performance of our contract requirements, and whether the acquisition may be set aside for small businesses. Organizations of any size under the transportation NAICS codes, large and small, should submit a response to this notice if your organization has the requisite experience and resources. M/OAA/Transportation is conducting market research for private sector organizations to provide emergency transportation and logistics services related to our USAID disaster relief programs. Organizations shall have the organization, resources, capabilities and experience to: Provide or charter aircraft on an emergency basis to deliver disaster relief commodities anywhere around the world, especially to remote disaster relief locations. Manage the process of, and solve the problems associated with, international door to door logistics services and delivery of disaster relief commodities in areas and countries where disaster has struck and international disaster response is beginning. Effectively manage and administer contracts and subcontracts, including financing contracts and subcontracts, to perform USAID disaster relief logistics contract requirements. Communicate internationally with the government and our PVO partners 24 hours each day. Manage the commercial documentation requirements and customs clearance service process requirements on an international basis, and in disaster relief circumstances. Arrange and manage foreign trucking and warehouse delivery of U.S. government disaster relief commodities. Provide project management support on site as required to effectively manage resources and commodities during international disaster response. Companies interested in competing for this work should submit a statement of capabilities [no more than five (5) pages] detailing their relevant experience to perform the work described. At a minimum, this statement of capabilities must include: Company name, address, point of contact, phone number and email address. A clear statement of their experience in the area of emergency disaster response by advising the government of their specific partnerships with PVOs, NGOs, the UN and other international disaster relief organizations. Organizations responding to this sources sought notice shall cite specific examples of emergency logistics and transport services provided to these clients within one day of the onset of an international disaster. Companies expressing an interest in performing this work for the U.S. government should document significant and relevant experience in the following: Rapid response to client solicitations that may require submission of proposals of service within a couple of hours of the issuance of the solicitation; Quickly organizing and contracting for required services and performing ad hoc charter air and foreign trucking and logistics services; Managing emergency transport and logistics services where poor communications and unknowns may hamper performance of the contract; Capacity to undertake timely procurement of foreign goods and services; Financial liquidity sufficient to conduct international operations, perhaps up to $1,000,000 in immediate financial payments and commitments. USAID typically issues solicitations requesting proposals in 24, or fewer, hours. Pick up of commodities usually begins within twelve hours of contract award. USAID issues firm fixed price contracts for international emergency transport and logistics services. 1. Proof of prior experience (Federal and Non-Federal) performing the services detailed in this sources sought notice in the past five (5) years; 2. Business size and socio-economic status (e.g. small business, 8(a), HUBZone, etc.) The Government does not intend to award a contract on the basis of this notice and will not reimburse the costs incurred by interested companies in providing the information requested herein. Companies expressing an interest in this work are encouraged to submit a statement of capabilities as detailed above. Telephone inquiries regarding this notice will not be entertained. Only written capability statements will be accepted.
