Description
Market research is being conducted in accordance with Federal Acquisition Regulation (FAR) Parts 14 and 15 to determine if a sufficient number of capable small businesses are available to set aside this project for Medical Waste Management and Disposal services as described herein. The intent of this sources sought notice is to identify potential Section 8(a), HUBzone or Service Disabled Veteran Owned Small Businesses or Small Business Offerors capable of medical waste management and disposal services. The scope includes Medical Waste Management and Disposal services for Naval Medical Center San Diego (NMCSD) and outlying Medical, Dental and Substance Abuse Rehabilitation program (SARP) clinics in accordance with applicable federal and state laws, regulations and ordinances, and Navy policy, including Bureau of Medicine and Surgery, and Navy Medical Center Instruction NAVMEDCEN SDIEGINST 6280.1C (or latest version). These services are being solicited for a twelve (12) month period and four (4) option years. The contractor shall provide all management, labor, supervision, materials, supplies, and equipment necessary to perform the work described herein, to include: preparation of work plan, establishing and maintaining accurate records and quality control, profiling wastes, segregation, packaging and collection for tracking and disposal. This shall include but not be limited to the management and disposal of Medical Waste (as regulated within the Medical Waste Management Act (MWMA) (California Health and Safety Code, Sections 117600-118360) and special designated Hazardous waste (Resource Conservation and Recovery Act - RCRA), transportation, waste reduction, disposal, and manifesting of various types of medical and hazardous waste disposal generated at the Naval Medical Center San Diego, Branch Medical Clinics, Naval Branch Health Clinics (formerly called Tri-Care Out-Patient Clinics) and Dental Treatment Facilities as specified herein. This contract also includes pharmaceutical wastes that must be managed according to the MWMA that are classified as California only hazardous waste by Chapter 11, title 22, California code of Regulations (22CCR). This contract also contains an option to include selected site pick-up and delivery service to collate the waste throughout the primary Center facilities and transport the waste to the generation point at Bldg 35, which is normally performed by the Government. The option includes providing containers that are inaccessible without a key or key-like device. The contractor shall manage the total work effort associated with the services required herein to assure adequate and timely completion of these services. Recordkeeping will include, but not be limited to, tracking, reporting, management, and providing documentation of final disposal (cradle-to-grave). Hazardous waste disposal, manifesting and transportation will be performed in accordance with RCRA, EPA and DOT requirements through the Government s designated agent. All drivers shall be properly certified, trained and licensed for the transport of identified medical and hazardous waste in the state of California. New and reusable containers shall be in compliance with Occupational Safety and Health Administration, (OSHA) requirements as they relate to medical waste management. The expected waste streams shall be: Medical/Biohazardous Waste (i.e., red bagged waste), Medical/Sharps Waste (i.e., sharps waste only), Animal Waste, Bulk Chemotherapy Waste, Trace Chemotherapy Waste, Pathological Waste, Laboratory Waste (i.e., stock and cultures), California-Only (Pharmaceutical) Hazardous Waste, Household Generated Sharps Waste, Hazardous Waste (i.e. Dental Chair Filter Waste, etc.), Mixed Waste, Histology Paraffin Block and Slide and Prepared manifest for bulk chemo, RCRA hazardous waste (pharmaceuticals). Additionally, the contractor will separate and segregate tissue contained in formalin. The contractor shall also decontaminate and disinfect one possible Trauma Scene area. The contractor shall collect, containerize, and dispose of the medical waste from the trauma scene. The area shall be restored to its original condition to the most extent possible. This notice is not a request for proposal and a contract award will not be made from this questionnaire.
