- The U.S. EPAs NVFEL intends to negotiate on a sole source basis, under the authority of FAR 6.302-1, with AVL Test Systems, Inc. for rebuild and repair of four (4) Flame Ionization Detector (FID) analyzers, and two (2) Nox analyzers, along with their vacuum pumps. The 4 FID analyzers require portions of the burn chamber to be replaced and cleaned. The 2 Nox analyzers need cleaning and seal replacements. All of these parts are part of an AVL Gem 110 master bench. The bench itself also utilizes vacuum pumps with continuous draw for Nox sampling. The vacuum pumps need to be rebuilt annually to maintain the correct flow for sampling. AVL is uniquely qualified to do this work due to the proprietary nature of both the testing equipment and the software that comprise the AVL Gem 110 master bench. AVL is the only source for parts and software that are compatible with the master bench. In the past, market research has not yielded any interest from other sources. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS. However, any firm that believes it is capable of meeting the NVFELs requirement may submit technical documentation to attempt to establish the potential of complying with the specifications. Such documents must be submitted within 15 days of the electronic posting of this notice. A determination not to compete the proposed requirement based upon the responses to this notice will be considered solely within the discretion of the Government. Information received will normally be considered only for the purpose of determining whether to conduct a competitive procurement or to proceed on a sole source basis.
