- Gas Cylinder Replacement REQUIREMENT: Army Contracting Command Qatar has a requirement for Gas Cylinder Replacement in the United Arab Emirates (UAE). The contractor shall provide all labor, material, quality control, supervision, transportation, tools and equipment and any other items necessary to accomplish the project and all contract requirements. The contractor shall be responsible for providing industrial gases to U.S. Army LSA, Al Minhad AB, UAE. Once published the result of the solicitation will be a Firm-Fixed-Price contract. In accordance with United Arab Emirates labor and immigration laws, the contractor must be able to legally do business in the country of United Arab Emirates on the 1st day of the contract's performance period. The contractor shall have the ability to be vetted through Army security screening. THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSALS. NO SOLICITATION IS AVAILABLE AT THIS TIME. This sources sought announcement is published for market research purposes. This market research will be used to help identify sources in the country of the United Arab Emirates. Prospective offerors are requested to complete and return a Capabilities Statement as described below to determine which companies possess the capability, experience and financial ability to perform the project requirements of the proposed contracts. The U.S. Government is in no way obligated to do business with, or to enter into, any form of contract with any person, firm, or other entity that receives or responds to this announcement. No reimbursement will be made for any costs associated with providing information in response to this announcement. SCOPE: The contractor shall provide all labor, material, quality control, supervision, transportation, tools and equipment and any other items necessary to accomplish the project and all contract requirements. The Contractor's Program/Contract Manager must be fluent in both written and spoken English. See Attachment 1 Specification/ General Requirements. REQUEST FOR CAPABILITIES STATEMENT: Interested businesses should provide a capability statement which addresses their ability and experience to perform in the areas mentioned above, and also lists their previous and current customers. The anticipated solicitation issuance date: 15 November 2012. Responses to this synopsis must be submitted via email to the following: SSG Petagaye Lakharam at petagaye.p.lakharam@kuwait.swa.army.mil, Contract Specialist & MAJ Torrionne Reche' at torrionne.reche @kuwait.swa.army.mil, Contracting Officer by 28 October 2012 at 1400hrs. Please include company's name, point of contact, address, phone number, email address, website (if applicable), DUNS number, CAGE Code and Tax ID. THE CONTRACTOR MUST POSSESS A CAGE CODE AND A DUNS NUMBER AND BE REGISTERED INCCR AT TIME OF AWARD. DISCLAMER: This is a request for information (RFI) and is issued solely for information and planning purposes only and does not constitute a solicitation. Neither unsolicited proposals nor any other kinds of offers will be considered in response to this RFI or accepted by the Government to form a binding contract. Contractors are solely responsible for all expenses associated with responding to this RFI. All information received in response to this RFI that is marked proprietary or confidential will be treated accordingly. Information received in response to this RFI will not be returned. Attachment I Scope of Work: The contractor shall Contractor shall furnish all material, labor and equipment needed to provide and transport (drop off and pick up) the industrial gases Oxygen, Acetylene, Nitrogen, Argon/CO2 mixture, Argon, Freon (RG-34) and Carbon Dioxide. Drop off and pick up schedule to be determined and all supplies shall be shipped by the contractor in accordance with all other applicable codes, laws and treaties. The contractor shall be responsible for coordination and obtaining all necessary clearances and permits to transport hazardous materials and access to Al Minhad Air Base, UAE. Specifications are considered to be binding to the contractor and a part of the contract documents. Cylinders will vary in size depending on industry standards, but must meet the following requirements: Specifications: ISO 11439: Gas cylinders- High pressure cylinders for the on-board storage of natural gas as a fuel for automotive vehicles. ISO 15500-5: Road vehicles- Compressed natural gas (CNG) fuel system components- Part 5: Manual cylinder valve. US DOT 3/4/8: e-CFR (Electronic Code of Federal Regulations) Title 49, part 178, Subpart C- Specification for cylinders. US DOT Aluminum Tank Alloy 6351-T6 amendment for SCUBA, SCBA, Oxygen Service- Visual Eddy Inspection. Cylinders will also vary in color based upon international color schemes for compressed gases (i.e. Oxygen in a green cylinder, Argon in a maroon cylinder and Acetylene in AC4.5 yellow cylinders, etc). General Requirements: 1. The contractor shall obey all Environmental, Base and OSHA Safety Regulations. 2. The contractor shall provide the initial delivery of all gases cylinders required. 3. The contractor shall provide transportation of filled Industrial gas cylinders to and empty cylinders from Al Minhad Air Base, United Arab Emirates. 4. The contractor shall pick up cylinders from Al Minhad Air Base upon notification from using unit within 24hours notice. 5. The contractor shall provide the material handling equipment necessary to upload and download all deliveries. 6. The contractor shall provide licensed operators for all necessary equipment. 7. The contractors shall provide all operators/drivers that have access to Al Minhad Air Base. 8. The contractor shall provide all required licenses and permits to transport hazardous materials/ gases in accordance with the UAE local laws and regulations.
