Description
Synopsis: The Export Import Bank of the United States of America (EXIM), an independent agency of the United States and part of the Executive Branch, located at 811 Vermont Ave., NW, Washington, DC, has a requirement for Customer Relationship Management (CRM) software and supporting services. The period of performance is anticipated to complete five (5) years following date of award, beginning on or about 3 March 2013. The government intends to issue a Request for Proposals (RFP) for CRM Software & Supporting Services at EXIM Bank, Washington, DC. Award will be made to the responsible offeror whose proposal represents the best value to the Government. The method of acquisition will be based on the responses to this sources sought notice; this requirement may be set-aside for small businesses, procured through full and open competition or obtained through other than full and open competition dependent on the outcome and results. Below is a description of the system and type of services to be performed. This notice is not a request for cost proposal. Organizations with the potential capacity to perform this contract service are invited to provide the following information: a brief capability statement, no more than five (5) pages, demonstrating how they are capable of performing the tasks in this requirement. Standard corporate brochures are not desired. The capability statement should include the following: (1) Name of vendor; (2) Contact information (address, telephone, facsimile, e-mail, website address); (3) DUNS number, business size and classification; (4) Technical description of ability to meet the requirement with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements; (5) which tasks your company is interested in and capable of performing. Businesses must be registered on Central Contractor Registration (CCR) under the NAICS code 541519 in order to receive a contract with the Federal Government. The government will evaluate market information to ascertain potential market capacity to 1) provide services consistent in scope and scale with those described in this notice and otherwise anticipated; 2) secure and apply the full range of corporate financial, human capital, and technical resources required to successfully perform similar requirements; 3) implement a successful project management plan that includes: compliance with tight program schedules; cost containment; meeting and tracking performance; hiring and retention of key personnel and risk mitigation; and 4) provide services under a performance based service acquisition contract. Description of Requirement: Requirement: Customer Relationship Management System [CRM] System Requirements: The system requirements include the primary features found in CRM’s including but not limited to the following: analytics and forecasting, workflow capabilities, accounts and contacts management, email and calendaring integration with Microsoft Outlook, marketing campaign and lead management, opportunities and quotes. Ex-Im Bank, being a government agency, is required to tract data that is not generally found in commercial off the shelf systems (COTS), and as a result the CRM needs to be easily customizable with flexible Dashboards. Number of Licenses: Approximately 30 fixed licenses and 8 floating licenses Customization: Based on the two previous system changes there was approximately 350 - 500 hours of process engineering, programming, building of numerous customized reports, and testing. Number of Records: Between 16,000 and 20,000 company records. Other Requirements: the firm must demonstrate at least seven (7) years of experience offering CRM solutions to financial services companies and / or the US Federal Government. The Government will post this synopsis, the solicitation and all subsequent amendments for this requirement to the Government-wide Point of Entry (GPE) available at the Federal Business Opportunities (FEDBIZOPPS) website, http://www.fedbizopps.gov, and it is the offeror’s sole responsibility to obtain a copy of the solicitation and any subsequent amendments from this website. Vendors are encouraged to visit this website and become familiar with its content and functionality prior to the solicitation issue date. There is no charge for the solicitation documents. All potential offerors are responsible for downloading the solicitation from the websites provided. Potential offerors are responsible for checking the website(s) for any subsequent amendments and downloading those amendments as they occur. No separate notice will be provided. The Government is not responsible for any loss of Internet connectivity or for an offeror’s inability to access the solicitation and applicable documentation posted at the referenced websites. All responsible sources may submit a proposal at their own cost. The contracting officer will be the sole point of contact for this solicitation. This sources sought notice is not the solicitation. This request for capability information does not constitute a request for proposals; submission of any information in response to this sources sought notice is purely voluntary; the government assumes no financial responsibility for any costs incurred. Note to offerors: The Government reserves the right to cancel the solicitation, either before or after the proposal opening with no obligation to the offeror by the Government.
