- Description
- The Naval Air Warfare Center Aircraft Division intends to procure, on a sole-source basis, support of the Multiple Analog Capability (MAC) Commercial Operations and Support Saving Initiative (COSSI) Software Integrated Product Team (SW IPT) to include maintaining software baselines, submitting and resolving Software Problem Reports (SPRs), preparing hardware and software documentation updates, integrating and testing software changes and submitting Software Change Proposals (SCPs). The Contractor shall implement a software upgrade to the MAC COSSI software to allow interface with updated operating systems within the CASS family of testers. The required tasks include: update the most recent version of the MAC COSSI Software Design Document, modify the existing MAC COSSI source code to include the upgraded design and perform a demonstration of the modified code to include a successful end-to-end run on RTCASS TPSs. Additionally, the Contractor shall provide associated licenses for this software and convey Government purpose data rights for the MAC COSSI software so that future procurements may be competitive. The period of performance for this cost plus fixed fee contract is expected to cover three years. The authority for this sole-source action is FAR 6.302-1 "only one responsible source." The Boeing Company, as the sole designer, developer, manufacturer and integrator of the MAC Bus Test Instrument (BTI) Kit is the only source with the proprietary data necessary to make the required software changes and upgrades. As part of this procurement, the Government will negotiate conveyance of the Boeing proprietary software to Government purpose data rights so that future requirements may be procured via competition. A determination by the Government not to open this requirement to competition based on the responses received to this synopsis is solely within the discretion of the Government. This is not a request for proposals; however, all responses to this notice must be received within 15 days
