Description
CONTRACTING POINT-OF-CONTACT (POC): The POC for administrative or contractual questions is Maria Colville at email: Maria.A.Colville@usace.army.mil. Please no phone calls. All questions must be submitted in writing to the above point-of-contact. Synopsis: FY11 Regional Logistics Support Complex, TEMFs, PN72854 located at Joint Base Lewis-McChord (JBLM), Washington. It has been determined that competition will be Unrestricted. The Seattle District Corps of Engineers has a requirement for the construction of a Regional Logistics Support Complex, TEMFs. This project type is to provide facilities for the purpose of maintaining and repairing vehicles, complete with equipment and parts storage, and administrative offices. It is intended to be similar to heavy equipment or motor pool facilities in the private sector community. Assume twelve (12) percent of personnel are female unless otherwise indicated. The project will include two (2) Extra Large TEMFs (Tactical Equipment Maintenance Facility). Specific sizing parameters for the TEMFs included in the project are as follows: -Two Vehicle Maintenance Shops totaling 155,980 square feet -Two 10-ton bridge cranes required for each TEMF -Two Organizational Equipment Storage buildings of 4,776 square feet each, totaling 8,872 square feet -Organizational vehicle hardstand of 32,000 square yards -Two Hazardous Waste Storage Buildings -POV parking area of 21,160 square yards The NAICS code for this project is 236220 Commercial and Institutional Building Construction with a business size standard of $33,500,000.00. The estimated overall period of performance for this acquisition is 540 calendar days from the issuance of Notice to Proceed (NTP). The solicitation will be a Design-Bid-Build competitive Invitation for Bid (IFB) in accordance with procedures outlined in Federal Acquisition Regulation (FAR) Part 36.213 entitled "Special Procedures for Sealed Bidding in Construction Contracting." Firms that wish to be considered may provide price bids in accordance with instructions in the solicitation (to be released ON OR ABOUT November 9, 2012). The submittals will be evaluated utilizing the processes defined in FAR Part 14. A firm-fixed price contract will be the result of the solicitation. The construction costs of this project will be subject to the disclosure of the magnitude of construction project, Department of Defense Federal Acquisition Regulation (DFAR) 236.204, between $25,000,000 and $100,000,000. As previously stated, this project is Unrestricted and open to both Large and Small businesses.
