- LED Street Light Drawings LED Street Light Purchase Specification Maine Air National Guard (MEANG) Light-Emitting Diode (LED) Lighting Project Sources Sought Synopsis (SSS)/Request for Information (RFI): The Maine Air National Guard Base Contracting Office is conducting market research to determine the existence of potential sources to provide a Light Emitting Diode (LED) Street Lights. The information in this notice is based on the best and most current information available to date. This information is subject to change and is not binding to the Government. Updated information will be provided in future announcements and posted electronically on the Federal Business Opportunities homepage at www.fbo.gov. All interested parties are encouraged to respond to this SSS/RFI. This is NOT an Invitation for Bid (IFB) or a Request for Proposal (RFP). This SSS/RFI is part of ongoing Government conducted market research for planning purposes; it is NOT a solicitation. A solicitation is not being issued at this time and this notice shall be not be construed as a commitment by the Government to issue a solicitation. The Government will not provide reimbursement for costs associated with this request. Responses will be treated as information only and will not be used as a proposal. Any information provided by industry to the Government as a result of this SSS/RFI is strictly voluntary; responses will not be returned. The information obtained from industries responses to this notice may be used in the development of an acquisition strategy and future RFP. Any proprietary information provided by respondents shall be clearly marked and will be handled in accordance to Federal Acquisition Regulation (FAR) Part 3. The Maine Air National Guard Base Contracting Office, Bangor, ME, intends to issue a formal RFP in fiscal year 2013 for the acquisition of LED Street Lights, subject to the availability of funds. The requirement will be materials only with installation by the Government. Attached is a draft drawing and purchase specification for the LED Street Lights designed by a Government contracted engineer; the identification of any particular manufacture is provide solely as a basis of design and does not represent the Governments preference or endorsement of any particular manufacture. Interested and qualified sources should provide current capability to provide LED Street Lights and the following information: 1. What is your company name and CAGE code? 2. Who is your point of contact and what is their email address and telephone number? 3. What NAICS code do you suggest for this acquisition? 4. Is your company a small business for this NAICS Code? (See SBA web site http://www.sba.gov/category/navigation-structure/contracting/contracting-officials/eligibility-size-standards). If your company is a small business, is it also a women owned business, small disadvantaged business, 8a business, HUB Zone business, service disabled veteran owned business, etc. (see Federal Acquisition Regulation (FAR) Part 19) 5. If a small business, would your company provide products of its own manufacturing or would it provide products manufactured by another small business? Same question for subcategories of small businesses (e.g. 8a, HubZone). 6. Is any portion of the products you would provide manufactured outside the United State or its Territories? If yes, itemize and identify what percentage of each product or class of products is manufactured outside the United States and Territories and country of origin. 7. Do you consider the requirements to be commercial (see FAR Part 2 definitions)? 8. Identify customary practices, including warranty, buyer financing, discounts, contract type considering the nature and risk associated with the requirement, etc., under which commercial sales of the products are made. Note: The Maine Air National Guard is not authorized to make advance payments (payments before costs are incurred or work is done). 9. Identify the availability of items that contain recovered materials. 10. Identify customary practices regarding customizing, modifying or tailoring of items to meet customer needs and associated costs. 11. Describe your delivery of same or similar requirements. Include quantities, customer, and date of delivery and period of performance. 12. Is your interest in the requirement as a manufacture, supplier or both? 13. Does your company currently hold a General Services Administration (GSA) Schedule, Department of Defense (DoD) Delivery Order Contract or other Federal requirements contract for LED Street Lights? 14. Discusses any concerns you may have with our requirement drawings and purchase specifications as written. Responses to the above shall be in paragraph form and numbered 1 through 14, specifically addressing each point. Responses shall be submitted by the response date to Primary Point of Contact identified in this notice.
