Description
NASA/GSFC has a requirement for modification, minor design, remanufacture, and testing of one lanyard deployable boom for the Deep Space Climate Observer (DSCOVR) program. The statutory authority for other than full and open competition is 10 U.S.C. 2304 (c)(1) Only One Responsible Source. NASA/GSFC intends to purchase the items from ATK Space Systems, Inc. ATKs experience building the original Boom for the Triana program provides ATK with unique knowledge on the mechanical and electrical design of the original Boom which can be readily transferred to the modification of the original design, manufacture and test of the modified Boom.Additionally, the knowledge that ATK has in terms of the mechanical and electrical interfaces to the observatory eliminates the need to transfer the commanding, telemetry and physical mounting details to a different contractor. ATK also possesses institutional knowledge and proprietary data which is essential to minimizing the costs of the redesigned Boom. ATKs knowledge of the deployable Boom work they performed on Triana will allow them to immediately begin the work needed to fulfill the contract. Because ATK provided the Triana Boom to NASA, their institutional knowledge of how the Boom is built, the ability to operate the equipment needed to run the Boom, and the additional internal documents they possess give them an indisputable capability to efficiently build and test the DSCOVR Boom. The Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to Sherika D. Wilson via email at Sherika.D.Wilson@nasa.gov or fax to (301) 286-0383, (email preferred) not later than 2:30 p.m. local time on November 9, 2012. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis.A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
