Description
This synopsis is a combined Sources Sought Notice and request for Rough Order of Magnitude (ROM) being used to conduct market research. This is NOT a Request of Proposal (RFP) or an Invitation for Bid (IFB) and does not serve to bind the U.S. Government in any way. Interested parties will not be reimbursed for costs associated with preparation of their responses. The U.S. Government is seeking vendors with the capability of providing fixed wing air support to Department of Defense (DoD) tactical airdrop operations and passenger movements in Cameroon, Africa. The requirement includes, but is not limited to, providing all personnel, equipment, fuels, supplies, transportation, tools, materials, supervision, and other items and services necessary to operate fixed-wing aircraft in Cameroon. The contractor shall provide, operate, maintain, and fuel one fixed-wing aircraft for personnel and cargo transport operations originating in Douala, Cameroon (FKKD). The aircraft must be suitable for airdropping cargo from a rear ramp or side door in flight and configured with a static line, mounting points, and jumpmaster intercom. Airdrops will be made using Low-Cost-Low-Altitude (LCLA) single-cross parachutes. The minimum drop altitude will be no lower than 500ft Above Ground Level. Duration of the tactical operations is 4-days; 2-days of static on-ground exercises and 2-days of in-flight airdrop exercises. The fixed wing aircraft shall be capable of carrying between two and six 24"X24"X36" 50kg pieces of cargo. Additionally, the aircraft should be able to carry as many as 6 passengers with 50kg of personal baggage. The scope of the 2-day in-flight airdrop exercises will include a minimum cargo weight airdrop requirement of 200kg per day. This consists of dropping a minimum of four, 50kg bundles on two drop zones per day. The maximum cargo weight for airdrop will not exceed dropping 8 bundles weighing 500kg (4000kg total) per day. The minimum trip length is 100NM; the maximum is 400NM. Additional passengers will be on-board filming the airdrop events and suitable seats and harnesses shall be provided in accordance with FAA/CAA regulations. The contractor shall comply with the Department of Defense (DoD) Instruction Number 4500.53, DoD Commercial Air Transportation Quality and Safety Review Program, dated 20 October 2008, incorporating change 1, dated December 2, 2010, when transporting DoD employees by airlift. The contractor shall comply with all Federal Aviation Administration (FAA) requirements or equivalent Civil Aviation Authority (CAA) requirements for passenger transportation and airdrop operations. The contractor must currently be an approved DoD air carrier as determined by the Civil Airlift Review Board (CARB) in order to perform within the timeframe required for this effort. The Government requests that interested parties respond to this notice by providing the companies capabilities of meeting the FAA/CAA and DoDI requirements and a 20 February 2013 performance date. Capability statement shall include the following: company name, point of contact, address, telephone and fax numbers, e-mail addresses, brief description of company and its capabilities, proof of DoDI CARB certification, key personnel qualifications, experience areas, history, duns number, cage code, tax id number, as well as size category and socioeconomic status. The Government also requests a ROM for these services. Please provide a single all inclusive lump sum firm fixed price to support the 4-days of tactical airdrop operations and passenger movements in Cameroon, Africa, as described above. Vendors with the capability to provide similar support with the use of one rotary wing aircraft are also encouraged to provide a capability statement and ROM. Note: The Government does not intend to support costs associated with mobilization of assets to Cameroon, African, in support of this operation. Participation in this effort is strictly voluntary with no cost or obligation to be incurred by the U.S. Government. The U.S. Government will in no way be bound to this information if any solicitation is issued as a result of this Sources Sought.
