Department of Health and Human Services, National Institutes of Health, National Cancer Institute, Office of Acquisitions, 6120 Executive Boulevard, EPS Suite 600, Room 6070, Rockville, MD 20852, UNITED STATES. Description The National Cancer Institute (NCI), Center for Cancer Research (CCR), Molecular Imaging Program (MIP) plans to procure on a sole source basis a maintenance agreement for the government-owned Bioscan bioPET/CT Imaging Scanner s/n 11310216 from Bioscan, Inc., 4590 MacArthur Blvd, N.W., Washington, DC, 20007. This acquisition will be processed in accordance with simplified acquisition procedures in FAR Part 13.106 (b)(1). The North American Industry Classification System code is 811219 the business size standard is $19.0 million. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. Period of Performance: Performance shall be for twelve (12) months from date of award. It has been determined that there is no opportunity to acquire green products or services under this contract. The Molecular Imaging Program (MIP) conducts research in designing, developing and testing new novel targeted imaging agents for the detection and characterization of cancer. These imaging agents include tissue-specific MRI, PET, radionuclide, and optical probes. The MIP is focused on the clinical translation of targeted imaging agents for cancer imaging. As part of its pre clinical research, the Molecular Imaging Program houses a small animal bioPET/CT imaging scanner on which radioactive research animals are imaged. The MIP requires a maintenance agreement for the Bioscan bioPET/CT Imaging Scanner. Contractor shall provide: 1) unlimited priority on-site repairs which will include all labor, material and equipment; 2) unlimited access to telephone technical support; 3) one pre-scheduled on-site preventative maintenance and diagnostic servicing; 4) all updates of proprietary software during the coverage period. All maintenance services shall be performed in accordance with the manufacturer's standard maintenance practices by a qualified factory-trained service representative. Bioscan, Inc. is the original manufacturer of the Bioscan bioPET/CT Imaging Scanner. Due to the nature and complexity of these instruments, as well as the proprietary nature of the software, Bioscan is the only known contractor that can perform this service to provide original parts and updated software that are essential for the operation of these systems, as well as factory-trained service representatives. This is not a solicitation for competitive quotations. However, if any interested party believes they can meet the above requirement, they may submit a statement of capabilities. All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the NCI Office of Acquisition on or before 11:00 AM EST on November 8, 2012. No electronic capability statements will be accepted (i.e. email or fax) an original and one copy must be sent to the NCI Office of Acquisition to the address stated above. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to receive an award, contractors must have valid registration and certification in the Central Contractor Registration (CCR) and the Online Representations and Certifications Applications (ORCA) through SAM.gov.
