Description
The U.S. Army Contracting Command, Aberdeen Proving Ground - Natick Contracting Division on behalf of Product Manager - Soldier Clothing and Individual Equipment has a requirement through a Defense Acquisition Challenge (DAC) Program for the production and testing of the eCVC for future fielding to Soldiers in mounted operations Military Occupational Specialties (MOS) to replace the existing Improved Combat Vehicle Crewman (iCVC) Coveralls. Based on feedback from Soldiers and an updated design request from the Maneuver Center for Excellence (MCoE) Mounted Requirements Division regarding heat retention, comfort, level, and unsuitability for use on dismounted operations, the Army now intends to develop, test, and procure the eCVC coverall with increased comfort, breathability, utility, and versatility for combat use. The Government will also negotiate license rights to ensure the ability to competitively procure and sustain the eCVC as the replacement to the current issue iCVC. The goal of this acquisition is to procure proposed eCVC configurations for testing, evaluation, and down selection for eventual replacement of the iCVC. This is a pre-solicitation notice and not an RFP. The Government anticipates a 100% small business set-aside RFP. It is anticipated that a final Fedbizopps Announcement and solicitation will be released in November 2012 with proposals due an estimated 30days after release of the solicitation. The Government anticipates awarding a Firm Fixed Price Indefinite Delivery Indefinite Quantity Contract with one (1) thirty-six (36) month Ordering Period. The NAICS Code is 315211. Small business size standard for this NAICS Code is 500 employees. The Government reserves the right to make a single award, multiple awards, or no award as a result of this Solicitation. During production the delivery rate for each contractor is a minimum requirement of 500 eCVC per month, and maximum will not exceed 2000 eCVC per month. Funds will be obligated for quantities ordered upon issuance of delivery orders, and not by the basic contract. In accordance with FAR 15.306(a) (3), it is the intent of the Government to evaluate proposals and may award without discussions.
